Job Purpose
The Provincial Director will provide strategic leadership and management to the Government Communication and Information System (GCIS) Provincial Directorate in the Free State.
The role focuses on coordinating government communication, managing stakeholder engagement, and ensuring alignment with national and provincial communication strategies.
Key Responsibilities
Strategic Communication Leadership
- Lead the provincial government communication system
- Implement the National Communication Strategic Framework and provincial communication programmes
- Support communication activities aligned with the Medium-Term Development Plan (MTDP)
Stakeholder Coordination
- Develop and maintain communication networks with:
- Government departments
- Civil society organisations
- Provincial and local stakeholders
- Coordinate multi-stakeholder communication campaigns
- Participate in provincial communication forums
Government Communication Management
- Ensure compliance with norms and standards of government communication
- Support local government communication systems
- Provide strategic communication direction in urgent or high-risk communication situations
Organisational and Risk Management
- Manage and operate an effective government communication structure
- Identify strategic risks and implement mitigation plans
- Participate in audit planning and respond to audit queries
Leadership and Governance
- Provide leadership to communication teams in the province
- Ensure compliance with Public Finance Management Act (PFMA)
- Promote accountability, transparency, and performance management
Minimum Requirements
Applicants must have:
- A Bachelor’s Degree (NQF Level 7) in:
- Communication
- Media Studies
- Journalism
- Public Relations
- Development Communication
- or related field
Mandatory Requirement
- Completion of the Nyukela Public Service Senior Management Leadership Programme (SMS Pre-entry Certificate) from the National School of Government
- This is a pre-requisite for appointment
Experience Requirements
- At least 5 years’ experience at middle or senior management level
- Proven experience in:
- Development communication
- Strategic communication campaigns
- Multi-stakeholder coordination
- Government or public sector communication
Knowledge Requirements
Candidates must have strong knowledge of:
- Government communication systems
- Free State socio-economic development context
- Municipal-level communication dynamics
- Public Finance Management Act (PFMA)
- Communication campaign management
- Government communication norms and standards

Additional Requirements
