    Job Description

    The Deputy Director: Business Partnering role focuses on managing and coordinating Human Resource Management (HRM) and Human Resource Development (HRD) functions within provincial offices.

    The successful candidate will oversee recruitment, employee relations, HR systems, employee wellness, service benefits, performance management, organisational transformation, and staff development programmes while ensuring compliance with government regulations and HR policies.

    Main Duties and Responsibilities

    Recruitment and Staff Mobility

    The successful candidate will:

    • Coordinate recruitment and selection processes
    • Manage onboarding of new employees
    • Monitor staff mobility processes including:
      • Transfers
      • Acting appointments
      • Secondments
      • Temporary reassignments

    Conditions of Service and Benefits

    Responsibilities include:

    • Managing leave administration
    • Handling temporary incapacity leave matters
    • Managing termination of service processes
    • Administering:
      • Housing benefits
      • Salary processes
      • Overtime applications and payments

    HR Systems and Administration

    The role includes:

    • Managing HR information systems such as:
      • PERSAL
      • HR Registry
    • Ensuring compliance with HR policies and legislation

    Employee Relations and Wellness

    The candidate will:

    • Coordinate employee relations matters
    • Support employee health and wellness programmes
    • Promote organisational culture change and HR transformation

    Human Resource Development

    Responsibilities include:

    • Developing HR development programmes
    • Coordinating training and development initiatives
    • Implementing HR policies, procedures, and directives

    Resource and Team Management

    The successful candidate will:

    • Manage human, financial, and physical resources within the unit
    • Coach and guide staff on compliance and best practices
    • Ensure efficient service delivery

    Minimum Requirements

    Applicants must have:

    • An undergraduate qualification at NQF Level 6 in:
      • Human Resource Management
      • Public Administration
      • Public Management
      • Human Resource Development
      • Labour Relations
      • Industrial Psychology
      • Organisational Development
      • Business Administration
      • Business Management
      • or a related Social Science qualification

    AND

    • Minimum 3 years’ experience at Junior Management or Assistant Director level in:
      • Human Resources Management
      • Human Resource Development

    AND

    • Valid driver’s license
