Provincial Council on AIDS
The Director: Provincial Council on AIDS (PCA) is a senior leadership role within the Office of the Premier, Free State Provincial Government, responsible for providing strategic direction, coordination, and oversight in implementing the province’s multi-sectoral response to HIV, TB, and STIs. This position plays a crucial part in ensuring that the Free State’s response aligns with national strategies and contributes effectively to reducing infections and improving health outcomes across all districts.

Key Purpose
The Director will manage and coordinate the operations of the Provincial AIDS Council, ensuring effective governance, stakeholder collaboration, monitoring, and evaluation of HIV, TB, and STI programs. The incumbent will lead multi-sectoral engagements, manage donor relations, and drive the development and implementation of provincial strategies and policies aimed at addressing the HIV and TB epidemics.
Key Responsibilities
1. Governance and Secretariat Management

Coordinate and manage all administrative and governance functions of the Provincial AIDS Council (PCA).

Plan, organize, and facilitate PCA meetings, including agenda development, preparation of documentation, and record-keeping of minutes and resolutions.

Provide secretariat support to PCA subcommittees such as the Programme Review Committee, Resource Mobilisation Committee, Technical Task Teams (TTTs), and the Private Sector Forum.

Oversee the implementation and follow-up of PCA resolutions and ensure decisions are effectively executed across departments.
2. Strategic Coordination and Implementation

Lead the development and implementation of the Provincial Implementation Plan (PIP) for HIV, TB, and STIs.

Facilitate interdepartmental collaboration, ensuring alignment between provincial, district, and municipal strategies.

Provide technical guidance to District AIDS Councils (DACs) and Local AIDS Councils (LACs) to enhance grassroots-level implementation.

Strengthen the province’s capacity for coordinated, evidence-based interventions targeting HIV, TB, and STI prevention, care, and treatment.
3. Monitoring, Evaluation, and Reporting

Develop and manage the provincial M&E framework to assess progress on HIV, TB, and STI interventions.

Conduct mid-term and end-term evaluations of the PIP to assess impact and efficiency.

Oversee the preparation of quarterly and annual progress reports on the provincial response.

Monitor expenditure on HIV and TB programs to ensure effective use of resources and alignment with strategic objectives.
4. Stakeholder Management and Partnerships

Build and maintain strategic partnerships with government departments, civil society, development partners, and private sector stakeholders.

Manage donor and partner relations to enhance resource mobilization for HIV, TB, and STI programs.

Provide strategic leadership for multi-sectoral social mobilization efforts, including provincial awareness campaigns such as World AIDS Day and World TB Day.

Ensure that the PCA fosters collaboration and inclusivity across all sectors and community structures.
5. Leadership and Resource Management

Provide strategic leadership to the PCA Secretariat and ensure effective human, financial, and physical resource management.

Oversee staff performance management, capacity development, and organizational discipline.

Manage budgets and expenditure to align with departmental priorities and ensure compliance with the Public Finance Management Act (PFMA).

Promote a culture of accountability, teamwork, and high performance within the unit.
Qualifications and Experience

Minimum Qualification: Appropriate NQF Level 7 qualification (preferably in Public Health, Social Sciences, or related fields).

Experience: At least 5 years at a middle or senior management level, with proven experience in:

HIV, TB, and STI program coordination

Public sector management and policy implementation

Collaboration with NGOs, donor-funded programs, and private sector partners

Monitoring, evaluation, and reporting frameworks

Additional Requirement: Successful completion of the SMS Pre-entry Certificate (as per the DPSA directive).
