    Job Overview

    The Chief Quantity Surveyor is a senior professional role responsible for leading and overseeing quantity surveying functions within the Free State Department of Health’s infrastructure programme. The role focuses on ensuring effective cost management, procurement support, contract administration, and compliance with legislation and standards throughout the project lifecycle.

    The position supports the delivery of quality health infrastructure projects by providing expert quantity surveying input during planning, procurement, implementation, and evaluation stages, while ensuring financial discipline and adherence to procurement regulations.

     Key Responsibilities

    Infrastructure Planning & Programme Management

    • Lead infrastructure programme and project planning in line with the Infrastructure Delivery Management System (IDMS).

    • Prepare and update the Infrastructure Programme Management Plan (IPMP).

    • Prepare infrastructure budgets and final project lists.

    • Prepare project packages and individual project briefs for implementation.

    Procurement & Contract Management

    • Participate in procurement processes for professional service providers and contractors.

    • Prepare and approve bid specifications and evaluate tenders as a member of SCM committees.

    • Ensure procurement processes comply with PFMA, PPPFA, Treasury Regulations, and departmental SCM policies.

    • Provide cost advice and support contract management processes.

    Cost Management & Financial Oversight

    • Ensure cost-effective management of projects through accurate cost planning, estimating, and cost control.

    • Review and recommend variation orders and payment certificates in line with contract management and financial delegations.

    • Monitor expenditure and ensure adherence to approved budgets.

    Project Implementation & Monitoring

    • Monitor infrastructure programme and project implementation, including adherence to quality and safety standards.

    • Oversee project commissioning and handover processes.

    • Participate in project evaluation and lessons learned processes.

    Compliance & Standards

    • Ensure compliance with occupational health and safety and quality assurance requirements.

    • Apply relevant legislative and professional standards in all quantity surveying activities.

    • Ensure documentation and reporting is maintained in accordance with departmental and statutory requirements.

    People & Resource Management

    • Manage the quantity surveying function and provide leadership to staff.

    • Mentor candidate quantity surveyors and support professional development.

    • Manage financial and human resources within the unit.

    Job Requirements

    Qualifications & Professional Registration

    • Matric.

    • Degree in Quantity Surveying or equivalent qualification at NQF Level 7, recognised by SAQA.

    • Minimum of 6 years’ post-qualification experience.

    • Current registration with SACQSP as a Professional Quantity Surveyor (2025/2026).

    Mandatory Requirements

    • Computer literacy.

    • Valid driver’s licence.

    Knowledge & Technical Skills

    • Public Finance Management Act (PFMA) and Treasury Regulations.

    • Provincial and Departmental Supply Chain Management policies.

    • National Building Standards Act (1977) and Regulations.

    • Occupational Health and Safety Act (1993) and Regulations.
