Job Overview

The Chief Architect Grade A is a senior professional role responsible for providing architectural leadership and technical oversight for infrastructure development and building projects within the Free State Department of Health. The role ensures that architectural design, planning, and implementation comply with legislative, safety, and quality standards, while supporting the delivery of functional, cost-effective, and sustainable healthcare facilities.

The position plays a key role in infrastructure planning, project execution, compliance monitoring, and capacity building within the built environment and architectural functions.

 Key Responsibilities

Infrastructure Planning & Programme Management

• Lead infrastructure programme and project planning in line with the Infrastructure Delivery Management System (IDMS).

• Prepare and update the Infrastructure Programme Management Plan (IPMP).

• Develop procurement strategies, infrastructure budgets, and final project lists.

• Prepare project packages and individual project briefs for implementation.

Project Procurement & Contract Management

• Participate in procurement processes for professional service providers and contractors.

• Prepare and approve bid specifications and evaluate tenders as a member of SCM committees.

• Ensure procurement processes comply with PFMA, PPPFA, Treasury Regulations, and departmental SCM policies.

• Manage contract administration and ensure adherence to service delivery agreements.

Project Implementation & Monitoring

• Oversee infrastructure programme and project implementation, including monitoring and evaluation.

• Manage adherence to occupational health and safety and quality assurance standards.

• Oversee infrastructure project commissioning and handover.

Architectural Design & Technical Oversight

• Provide architectural guidance on building design, construction methodology, and specifications.

• Ensure compliance with national building standards and health facility design requirements.

• Oversee the development of project documentation, including architectural drawings and technical specifications.

Research & Innovation

• Conduct research and stay updated on new architectural technologies and best practices.

• Evaluate feasibility of new systems, including geographical information management options.

People & Resource Management

• Manage human and financial resources within the architectural function.

• Mentor candidate architects and support professional development.

• Promote a culture of quality, professionalism, and accountability.

Job Requirements

Qualifications & Professional Registration

• Matric.

• Bachelor of Architecture or equivalent qualification recognised by SACAP.

• Minimum of 6 years post-qualification experience (NQF Level 7).

• Current registration with SACAP as a Professional Architect (2025/2026).

Mandatory Requirements

• Computer literacy.

• Valid driver’s licence.

Knowledge & Technical Skills

• Public Finance Management Act (PFMA) and Treasury Regulations.

• Provincial and Departmental Supply Chain Management policies.

• National Building Standards Act (1977) and Regulations.

• Occupational Health and Safety Act (1993) and Regulations.

• Government Immovable Asset Management Act (2007).

• National Health Act and related regulations.

• Construction Procurement standards (CIDB).

• Knowledge of relevant legislation including:

  • B-BBEE Act
