Scope of Work:
The successful bidder will be responsible for the supply, installation, commissioning, ongoing maintenance, and support of a fully integrated Financial Management System (IFMS) tailored to meet the operational, statutory, and reporting requirements of a local government environment over a contract period of three (3) years.
The system must cater to the following core functionalities (typically required in local government settings):
Financial accounting (General Ledger, Accounts Payable & Receivable)
Budgeting and financial reporting
Asset and inventory management
Revenue and expenditure management
SCM (Supply Chain Management) integration
Audit trails and internal control mechanisms
User access control and role-based permissions
Real-time data analytics and dashboards
Compliance with National Treasury and MFMA requirements

Technical & Functional Requirements:
Service providers must demonstrate the following:
Proven experience in implementing integrated financial systems in the public sector, preferably municipalities
Ability to customize and configure the system to fit Matjhabeng Municipality’s structure and regulatory requirements
Adequate technical support and maintenance capacity within South Africa
Knowledge of applicable municipal financial legislation (e.g. MFMA, GRAP, SCM regulations)
Full project implementation methodology, including change management and training plans
System uptime, SLA guarantees, and system scalability over the 3-year period
Cybersecurity compliance, data protection, and backup mechanisms
