    Scope of Work:

    The successful bidder will be responsible for the supply, installation, commissioning, ongoing maintenance, and support of a fully integrated Financial Management System (IFMS) tailored to meet the operational, statutory, and reporting requirements of a local government environment over a contract period of three (3) years.

    The system must cater to the following core functionalities (typically required in local government settings):

    • Financial accounting (General Ledger, Accounts Payable & Receivable)

    • Budgeting and financial reporting

    • Asset and inventory management

    • Revenue and expenditure management

    • SCM (Supply Chain Management) integration

    • Audit trails and internal control mechanisms

    • User access control and role-based permissions

    • Real-time data analytics and dashboards

    • Compliance with National Treasury and MFMA requirements

    Technical & Functional Requirements:

    Service providers must demonstrate the following:

    • Proven experience in implementing integrated financial systems in the public sector, preferably municipalities

    • Ability to customize and configure the system to fit Matjhabeng Municipality’s structure and regulatory requirements

    • Adequate technical support and maintenance capacity within South Africa

    • Knowledge of applicable municipal financial legislation (e.g. MFMA, GRAP, SCM regulations)

    • Full project implementation methodology, including change management and training plans

    • System uptime, SLA guarantees, and system scalability over the 3-year period

    • Cybersecurity compliance, data protection, and backup mechanisms
