Scope of Work:

The appointed service provider will be responsible for delivering a full suite of facilities support services, ensuring cleanliness, hygiene, pest control, and catering support that complies with Occupational Health and Safety Act (OHSA) regulations.

Core Services:

1. Cleaning Services

   • Daily cleaning of offices, kitchens, ablutions, corridors, reception, boardrooms, etc.

   • Working hours: 06h30 to 15h00, with provision for after-hours work as required.

2. Hygiene Services

   • Supply and installation of dispensers for soap, toilet paper, sanitizers, air fresheners

   • Regular replenishment and waste management

3. Fumigation & Pest Control

   • Rodent and insect control

   • Scheduled treatments on weekends to avoid disrupting operations

4. Deep Cleaning

   • Carpet washing, window cleaning, and scheduled disinfection

5. Food Services Aid

   • Catering for meetings, workshops, and events

   • Must comply with food safety and hygiene standards

6. Monitoring & Quality Assurance

   • Daily reporting

   • Scheduled inspections and quarterly performance reviews

   • Adherence to Service Level Agreements (SLAs)

Technical & Compliance Requirements:

 Legal & Regulatory Compliance:

• Valid pest control registration with the Department of Agriculture

• Proof of registration with Compensation Fund, UIF, and accreditation with cleaning bodies (e.g., NCCA, BEECA)

• Tax Compliance Status

• Valid B-BBEE certificate or affidavit

 Experience:

• Minimum 5 years’ experience in cleaning, hygiene, and pest control services

• Minimum 3 years’ experience for supervisors, who must hold:

  • National Diploma (NQF Level 6)

  • Certified supervisory training

 Health & Safety:

• OHSA-compliant Health and Safety Plan

• Induction and training procedures for all staff

• Personal Protective Equipment (PPE) and risk mitigation strategies

 Project and Staffing Plan:

• Daily, weekly, monthly, and quarterly duties clearly outlined

• Signed employment contracts for deployed personnel

• Clear plan for equipment, consumables, and replenishment schedules

 Infrastructure & Materials:

• SABS-approved cleaning chemicals

• Pest control chemicals and traps

• Catering utensils, supplies, and PPE

Evaluation Criteria:

• Administrative compliance (SBD 1, 4, 6.1, etc.)

• Functionality / Technical Scoring

• Preferential Points (PPPFA): Based on price and B-BBEE level

• Ownership by designated groups may earn preference points
