Job Purpose:
To provide efficient and effective administrative support across all supply chain management functions by ensuring efficient procurement of goods and services, accurate SCM reporting, contract and compliance management, secretariat services, and prevention of fraud and abuse within the SCM system.
Key Responsibilities:

Procure goods and services by obtaining quotations or following bidding processes
-
Maintain quarterly procurement plans and submit to National Treasury
-
Expedite purchase orders and provide progress updates to clients and suppliers
-
Maintain accurate Purchase Order and related databases
-
Keep accurate deviations and irregular expenditure registers
-
Ensure compliance with IRBA SCM Policy, Preferential Procurement Policy Framework, PFMA, and other legislation
-
Act as custodian of procurement/service contracts
-
Assist auditors during audit processes to prevent material findings
-
Manage the tender process according to SCM policies and legislative requirements
-
Project manage bidding processes and advise managers, including drafting bid documents
-
Provide secretariat services to committees
-
Draft Service Level Agreements and maintain contract registers
-
Negotiate contracts ensuring market-related rates and proper authorization
-
Build effective relationships with suppliers and internal clients
-
Coordinate Supplier Development Programme with strategic reporting and planning
-
Ensure SED/ED/SD targets align with B-BBEE requirements and provide quarterly progress reports
-
Communicate regularly with the Office of the Chief Procurement Officer
-
Provide updates on SCM legislation, instructions, and practice notes
Qualifications and Experience:
-
Three-year Diploma or Degree in Supply Chain or Finance
-
CIPS Level 5 qualification advantageous
-
Minimum 5 years SCM experience, preferably in a PFMA-governed public entity
-
Proven experience in contract, project, demand, and planning management
-
Proven data management experience
-
Proficiency in Microsoft Office (Word, Excel, Outlook)
-
Ability to work under pressure with accuracy and attention to detail
-
Excellent verbal and written communication skills in English

Effective time management and deadline compliance
