Objective
To appoint a reputable and qualified training provider to deliver the Municipal Finance Management Programme (MFMP) training to five (5) municipal officials, enhancing their competencies in:
Municipal financial management
Governance and compliance
Supply chain management
Audit and assurance
Project management
Legislative and regulatory frameworks
Scope of Work
The appointed service provider will be responsible for:
Training Delivery
Facilitation of MFMP training aligned with prescribed unit standards
Delivery of structured learning sessions for five officials
Provision of comprehensive learning materials
Assessment & Moderation
Administration of assessments
Moderation of Portfolios of Evidence (POEs)
Ensuring competency standards are achieved
Certification & Graduation
Issuance of certificates upon successful completion
Coordination of a graduation ceremony
Unit Standards Coverage
Training must cover relevant unit standards including:
Financial management
Supply chain management
Governance and ethics
Project management
Municipal legislation
Stakeholder relations
Audit and assurance
Technical Requirements
The service provider must:
Provide accredited and compliant MFMP course material
Align training to applicable municipal unit standards
Conduct assessments and POE moderation
Issue valid certification
Ensure training delivery meets regulatory and educational standards
Skills & Experience Requirements
The successful bidder must demonstrate:
Proven expertise in municipal financial management training
Experience facilitating adult education programmes
Accreditation and competency in assessment and moderation
Knowledge of municipal legislation and governance frameworks
Capability to manage training administration and certification processes
