    CHIEF ARTISAN GRADE A (x2 POSTS)

    The Department of Public Works and Infrastructure (DPWI) within the Free State Provincial Government (FSPG) is responsible for the construction, maintenance, and management of public buildings and infrastructure in the province. It plays a vital role in enabling service delivery through sustainable infrastructure development, job creation, and the management of state assets.

    The department is also instrumental in implementing public employment programmes, such as the Expanded Public Works Programme (EPWP), and serves as a strategic partner in economic transformation through technical and construction services, facilities maintenance, and engineering interventions.

    • Chief Directorate: Works Construction and Maintenance
    • Salary: R480 261 per annum (OSD – Occupation Specific Dispensation)

    Minimum Requirements:

    • A completed Apprenticeship and a recognized Trade Test Certificate in terms of Section 13(2)(h) of the Manpower Training Act, 1981 (or equivalent certification under the repealed section of the Act).

    • Ten (10) years post-qualification experience as an Artisan or Artisan Foreman.

    • Knowledge of Health and Safety statutory and regulatory requirements.

    • Valid driver’s license (except for persons with disabilities).

    Key Responsibilities:

    Technical Services & Maintenance Oversight

    • Manage, supervise, and provide technical support to artisans, technicians, and field workers in construction, repair, and maintenance of government buildings and facilities.

    • Oversee both workshop and field operations to ensure projects are executed according to technical specifications and safety standards.

    Civil & Structural Work

    • Perform and supervise construction work on civil structures, including masonry, plumbing, carpentry, and related infrastructure.

    • Conduct scheduled preventative maintenance and corrective repairs to extend the lifecycle of government buildings and installations.

    Tools & Equipment Management

    • Manage all tools, machinery, and material stock in workshops and on-site, ensuring they are well-maintained, calibrated, and safely stored.

    • Prepare and verify material lists and equipment usage plans for projects.

    Administration & Compliance

    • Maintain proper records of project progress, budgets, and inventory.

    • Compile reports, contribute to operational planning, and update technical databases as required.

    Budget & Resource Management

    • Monitor and control expenditure within budget limits, ensuring cost-effective resource utilisation.

    • Provide inputs during budgeting processes for tools, labour, and material needs.

    People & Performance Management

    • Supervise, coach, and evaluate Artisans and related technical personnel.

    • Implement staff development plans, identify training needs, and take corrective actions where performance gaps exist.

    Quality Control & Compliance

    • Ensure adherence to legal, technical, and quality assurance frameworks during all phases of maintenance and construction projects.

    • Promote health and safety culture in all work environments.

    Continuous Professional Development

    • Stay updated on new developments in the field through research, literature reviews, and engagement with professional bodies and councils.
