The Department of Public Works and Infrastructure (DPWI) in the Free State Provincial Government (FSPG) is responsible for the provision, maintenance, and oversight of public infrastructure and government buildings across the province. It ensures that infrastructure development is aligned with service delivery objectives and supports socio-economic growth through sustainable construction, maintenance programmes, and property management services.
DPWI is a key player in enabling government departments to function effectively through integrated infrastructure solutions, while also promoting job creation, empowerment, and value-for-money procurement practices in line with national priorities.
Within this department, the Directorate: Supply Chain Management (SCM) plays a pivotal role in ensuring transparent, ethical, and efficient procurement and contract administration practices to support infrastructure delivery.

Minimum Requirements:

A recognised Bachelor’s Degree (or equivalent qualification) in:
-
Supply Chain Management, Contract Management, Commercial, Economics, or Financial Services
-
-
3 years’ experience in the Supply Chain Management (SCM) field
-
Valid driver’s license (excluding persons with disabilities)

Key Duties and Responsibilities:
Contract Monitoring & Compliance
-
Supervise and monitor contract compliance to ensure that:
-
Goods/services are delivered ) are adhered to by suppliers and escalate non-compliance issues where necessary.

Contract Administration & Amendments
-
Administer contract variations, amendments, and cancellations.
-
Evaluate requests for price adjustments, applying penalties where applicable.
-
Compile and submit approval proposals for contract amendments or variations.
Dispute Resolution
-
Lead the preparation and compilation of all required documentation for contract disputes.
-
Assist in resolving contractual disputes in line with legal frameworks and departmental policy.
Supplier Relationship Management
-
Maintain professional and ethical relationships with service providers in accordance with the code of conduct and procurement ethics.

Support improved supplier performance through monitoring, feedback, and corrective action plans.
Supervision & Reporting
-
Supervise team members within the contract management unit.
-
Prepare and submit contract compliance and performance reports to senior management.
