Scope of Works / Services:
The appointed service provider will be responsible for the supply, installation, configuration, support, and maintenance of a comprehensive prepaid vending system and third-party vending platform. The solution must cover electricity and water metering services, and enable revenue collection, arrears recovery, and full TID (Token Identifier) rollover compliance. Key components include:
Fully integrated cloud-based prepaid vending system
Distributed third-party vending channels (retailers, banks, online)
Integration with municipal financial systems (SAMRAS, mSCOA)
Migration of historical and current consumer data
Training, technical support, and maintenance for 3 years
Robust web-based reporting and admin interface
Compliance with STS Edition 2, IEC, and SABS standards
Support for:
Blocking based on arrears
Engineering vouchers
Tariff structures (block tariffs, VAT)
Free basic services
Secure data handling and access management
