Tender Description
NHLS seeks to appoint a reliable supplier for the supply and delivery of printing paper to its Universitas facility in Bloemfontein for 12 months.
The successful bidder will be required to provide quality printing paper in accordance with the specifications and quantities outlined in the RFQ document. Deliveries will be made according to departmental requirements throughout the contract period to ensure uninterrupted availability of printing supplies.
Scope of Work
The appointed supplier will be responsible for:
Supplying and delivering A4 printing paper to NHLS Universitas.
Providing the required quantities according to departmental allocations.
Delivering a total estimated quantity of 397 boxes.
Ensuring that all supplied paper meets the required quality standards.
Maintaining sufficient stock to fulfil recurring orders.
Coordinating demand-driven deliveries throughout the 12-month contract period.
Ensuring that products are properly packaged, factory-sealed and delivered undamaged.
Including all transportation, handling and related delivery costs in the quoted prices.
Technical Requirements
Tenderers must ensure that:
All products comply with the quality specifications in the RFQ document.
Printing paper is supplied in factory-sealed packaging.
Products are delivered in good condition without damage.
A formal commitment letter confirming supply capacity and product integrity is provided.
Three verifiable references or completion certificates for similar supply contracts undertaken within the past three years are submitted, supported by relevant purchase orders and signed delivery notes.

Bidders must submit the compulsory documentation as specified in the RFQ, including:
Valid SARS Tax Clearance PIN or tax compliance certificate.
Proof of Central Supplier Database (CSD) registration.
Completed Standard Bidding Documents (SBDs).
Signed Declaration of Interest.
Three references or completion certificates for similar contracts.
Supporting purchase orders and signed delivery notes.
Formal commitment letter confirming the ability to supply the required products.

Evaluation Criteria
The RFQ will be evaluated in different stages, including administrative compliance, mandatory technical requirements and preference-point evaluation.
The final evaluation will use the 80/20 Preference Point System:
80 Points: Price.
20 Points: B-BBEE specific goals.
Pricing Requirements
All quotations must be submitted in South African Rand (ZAR).
Unit prices must exclude VAT.
Delivery, labour, handling and overhead costs must be included in the quoted prices.
Prices must remain fixed for the full 12-month contract period.
