Purpose of the Role
To support and strengthen municipal infrastructure performance by monitoring projects, improving financial management, and guiding planning and implementation across local government structures.
Key Duties and Responsibilities
Infrastructure Performance Monitoring
- Support and monitor municipal infrastructure performance management
- Track implementation of infrastructure projects and programmes
- Ensure alignment with government policies and standards
Financial Management Oversight
- Monitor financial performance of municipal infrastructure projects
- Support compliance with:
- Municipal Finance Management Act (MFMA)
- Treasury Regulations
- Assist with improving financial efficiency and accountability
Planning & Programme Support
- Provide guidance on infrastructure planning and portfolio management
- Support municipalities in project planning and execution
- Ensure application of the Infrastructure Delivery Management System (IDMS)
Capacity Building & Support
- Assist in strengthening municipal capacity in infrastructure management
- Provide technical and strategic guidance to municipalities
- Support training and development initiatives
Minimum Requirements
- Degree or equivalent qualification in:
- Engineering
- Built Environment
- Quantity Surveying
- Minimum 5 years’ experience at a junior management / Assistant Director level
- Experience in monitoring infrastructure projects/programmes
Required Knowledge
- Infrastructure Delivery Management System (IDMS)
- Water and sanitation projects
- Municipal Finance Management Act (MFMA)
- Treasury Regulations
- Financial and project management principles
- Public service policies and procedures
- Understanding of national, provincial, and local government systems

Salary & Benefits
- Salary: R896 436 per annum (all-inclusive package)
