     Purpose of the Role

    To lead and oversee infrastructure management across provincial and municipal levels, ensuring effective planning, financial management, performance monitoring, and sustainable service delivery within the built environment sector.

     Key Duties and Responsibilities

    Infrastructure Oversight & Performance Management

    • Oversee and support provincial and municipal infrastructure performance
    • Monitor implementation of infrastructure programmes and projects
    • Ensure alignment with national and provincial infrastructure strategies

    Planning & Programme Management

    • Support infrastructure planning and portfolio management
    • Monitor execution of infrastructure projects and service delivery programmes
    • Ensure effective application of the Infrastructure Delivery Management System (IDMS)

    Financial Management & Compliance

    • Monitor financial performance of infrastructure projects
    • Ensure compliance with key legislation such as:
      • Public Finance Management Act (PFMA)
      • Municipal Finance Management Act (MFMA)
      • Treasury Regulations
    • Interpret financial ratios and support informed decision-making

    Operations & Maintenance

    • Oversee operations, maintenance, and sustainability of infrastructure assets
    • Ensure efficient delivery of water and sanitation projects

    Leadership & Resource Management

    • Manage human and financial resources within the Directorate
    • Provide strategic leadership and guidance to teams
    • Promote accountability and high performance

     Minimum Requirements

    • Degree or Advanced Diploma (NQF Level 7) in the Built Environment, such as:
      • Architecture
      • Quantity Surveying
      • Construction Management
      • Civil Engineering
      • Town Planning
    • Minimum 5 years’ experience at middle/senior management level in infrastructure or built environment

     Required Knowledge

    • Infrastructure Delivery Management System (IDMS)
    • Water and sanitation project management
    • Public Finance Management Act (PFMA)
    • Municipal Finance Management Act (MFMA)
    • Treasury Regulations
    • Public Service Act and related policies
    • Local government systems and structures

     Salary & Benefits

    • Salary: R1 266 714 per annum (all-inclusive package)
