Job Description
The appointed professional service provider will be responsible for managing and implementing the Rural Roads Asset Management System (RRAMS) across the Xhariep District Municipality road network over a period of three years.
The service provider will collect, verify, analyse, manage, and report road asset information for both paved and unpaved municipal roads. The project includes road condition assessments, bridge inspections, traffic surveys, GIS data management, investment planning, maintenance prioritisation, capacity building, and reporting in accordance with the requirements of the Department of Transport and national Road Asset Management System (RAMS) standards.
Key Responsibilities
- Manage and implement the Rural Roads Asset Management System (RRAMS).
- Conduct road asset inventories across approximately 760.46 km of municipal roads.
- Collect and update road asset data for paved and unpaved roads.
- Conduct visual road condition assessments.
- Perform pavement condition assessments.
- Carry out bridge inspections and condition assessments.
- Conduct traffic counts at designated monitoring stations.
- Capture and analyse traffic data, including AADT, ADT, and peak-hour traffic volumes.
- Update and maintain the GeoRAMS database or an approved equivalent system.
- Develop and maintain GIS-based road asset information.
- Verify and validate all collected road asset data.
- Prepare maintenance strategies and intervention programmes.
- Develop investment plans for municipal road infrastructure.
- Prepare prioritisation lists for road maintenance and rehabilitation projects.
- Produce technical reports and progress reports.
- Submit verification reports and quality assurance documentation.
- Develop work plans and project implementation schedules.
- Ensure compliance with Department of Transport requirements.
- Ensure compliance with national Road Asset Management standards.
- Train municipal graduates in GIS, RAMS, and road asset management.
- Build technical capacity among municipal staff.
- Provide mentoring and knowledge transfer throughout the project.

Requirements
Minimum Requirements
- Demonstrated experience in Rural Roads Asset Management System (RRAMS) or Road Asset Management System (RAMS) projects.
- At least three to six years of relevant experience in road asset management.
- Ability to manage large-scale municipal road asset management projects.
- Proven experience in GIS-based road asset management.
- Ability to comply with Department of Transport standards and reporting requirements.
- Capacity to provide qualified technical personnel.
- Ability to complete the project over the three-year contract period.
