Tender Description
Ngwathe Local Municipality is inviting suitably qualified service providers to install a telemetry system at Heilbron reservoirs and steel tanks.
The project aims to enable real-time monitoring of water levels, pressure and flow, provide early warning alarms, reduce the need for manual readings, improve water management and support better decision-making regarding municipal water infrastructure.
Scope of Work
The successful contractor will be responsible for:
- Supplying all required materials, labour, plant and equipment.
- Installing telemetry units, sensors and SCADA systems.
- Constructing chambers, plinths and secure enclosures for meters, valves and telemetry equipment.
- Installing bulk water meters and isolation valves.
- Conducting pressure testing, leak checks and flow direction confirmation.
- Installing RTUs/PLCs, telemetry panels, kiosks and solar power systems.
- Installing cables, surge protection and earthing systems.
- Configuring data transmission to the municipal SCADA system or secure cloud dashboard.
- Setting up alarms and data integration.
- Commissioning, testing and handing over the completed system.
- Providing as-built drawings, manuals, warranties and training.
- Facilitating community liaison and employing local labour where required.
- Providing training and structured skills development programmes.
Technical Requirements
The project includes the installation of:
- Telemetry units for elevated tanks and reservoirs.
- Pressure and flow sensors.
- Level transmitters.
- Mounting brackets and cables.
- RTUs and PLCs.
- Solar panels and battery systems.
- Surge protection and earthing.
- Data communication systems.
- Alarm systems.
- SCADA or cloud-based monitoring integration.
All work must comply with relevant standards, including SANS 1200, SANS 1921 and applicable occupational health and safety regulations.
Requirements and Experience
Tenderers must demonstrate:
- Proven experience in telemetry system installation.
- Experience with bulk water meters and SCADA solutions.
- Completion certificates and references for similar projects.
- Qualified and experienced personnel, including:
- Contracts Manager
- Site Agent
- Safety Officer
- Qualified artisans
- Relevant technical qualifications and experience in civil, electrical, instrumentation and SCADA works.
- Ability to prepare method statements, construction programmes and quality management plans.
- Capacity to recruit, manage and train local labour.
- Compliance with EPWP and relevant employment regulations.
- Strong health and safety systems and appointed safety personnel.
- Experience in community liaison and stakeholder engagement.
