Purpose of the Role
To provide strategic leadership and oversight for asset and liability management, supply chain management, and financial systems, ensuring compliance with legislation and efficient utilisation of government resources.
Key Duties and Responsibilities
Strategic Leadership & Oversight
- Lead and oversee asset and liability management functions within the department
- Monitor effectiveness and efficiency of supply chain management processes
- Provide strategic direction on financial and asset management policies
Financial Systems Management
- Oversee implementation, maintenance, and optimisation of transversal systems such as:
- LOGIS
- BAS
- PERSAL
- Ensure integration and proper functioning of financial information systems
Compliance & Governance
- Ensure adherence to key legislation, including:
- Public Finance Management Act (PFMA)
- Treasury Regulations
- Preferential Procurement Policy Framework Act (PPPFA)
- Broad-Based Black Economic Empowerment Act (BBBEE)
- Enforce sound financial governance and risk management practices
Resource & Operational Management
- Manage human, financial, and operational resources within the Chief Directorate
- Ensure efficient service delivery and organisational performance
- Oversee public-private partnership (PPP) related financial processes
Monitoring & Evaluation
- Track performance of asset, liability, and supply chain systems
- Develop reports and provide insights for decision-making
- Ensure continuous improvement of financial management practices
Minimum Requirements
- Bachelor’s Degree or Advanced Diploma (NQF Level 7) in:
- Commerce / Management / Public Administration
- Minimum 5 years’ experience at Senior Management level in:
- Asset & Liability Management
- Supply Chain Management
- Financial Management
Required Knowledge
- Public Finance Management Act (PFMA)
- Treasury Regulations
- Preferential Procurement Policy Framework Act (PPPFA)
- Broad-Based Black Economic Empowerment (BBBEE) Act
- Supply Chain Management policies
- Transversal systems:
- Central Supplier Database (CSD)

Salary & Benefits
- Salary: R1 494 900 per annum (all-inclusive package)
