    Job Description

    The successful candidate will provide strategic leadership and oversee the effective and efficient functioning of the Directorate: Financial and Management Accounting. The role is responsible for financial management, revenue and expenditure management, accounting, budgeting, financial planning, reporting, compliance, and the implementation of effective financial systems and controls.

    The Director will ensure that the Directorate operates in accordance with the Public Finance Management Act (PFMA), relevant financial legislation, government policies, and public service legislative frameworks.

    Key Responsibilities

    • Provide strategic direction and leadership to the Directorate.
    • Develop and implement the Directorate’s Annual Performance Plan (APP).
    • Monitor the achievement of strategic objectives and performance targets.
    • Implement corrective measures to address findings from:
      • Auditor-General (AG)
      • Audit Committee
      • Internal Audit
      • Chief Risk Officer
    • Ensure service providers are paid within 30 days.
    • Oversee financial accounting systems, processes, and procedures.
    • Monitor compliance with financial legislation and prescripts.
    • Develop and maintain financial policies and processes.
    • Oversee revenue, expenditure, and accounting functions.
    • Monitor revenue collection and expenditure.
    • Provide financial advice and guidance to stakeholders.
    • Oversee revenue management, including:
      • Cashier services
      • Banking
      • Debt management
      • Monitoring and reporting
    • Oversee expenditure management, including payments for:
      • Compensation of employees
      • Goods and services
      • Transfers and subsidies
      • Financial reporting
    • Oversee accounting services, including:
      • Ledgers and journals
      • Interim and quarterly reporting
      • Annual financial statements
    • Manage financial planning, budgeting, and reporting systems.
    • Monitor cash flow and submit cash flow reports and plans.
    • Provide leadership on forecasting methods and tools.
    • Manage and quality assure the budget preparation process.
    • Coordinate and review management accounting reports.
    • Manage roll-over, adjustment estimates, virement, and shifting of funds processes.
    • Monitor expenditure trends and assess additional funding requirements.
    • Manage the Directorate’s budget, procurement, and asset management.
    • Manage staff performance and development.
    • Develop and implement operational plans.
    • Allocate work and maintain effective internal controls.
    • Compile and submit required administrative reports.
    • Provide financial technical advice and guidance.

    Requirements

    • Matric / Grade 12.
    • An undergraduate qualification at NQF Level 7 in:
      • Accounting
      • Financial Management
      • Cost and Management Accounting
      • Auditing
    • Qualification must be recognised by SAQA.
    • Minimum 5 years’ relevant experience at middle or senior managerial level in financial management and accounting.
    • Valid driver’s licence, except for persons with disabilities.
    • SMS Pre-Entry (Nyukela) Certificate required prior to appointment.
