    Job Overview

    The Department is seeking a suitably qualified and experienced Deputy Director: Tenure Reform Implementation to coordinate and support the implementation of land tenure reform and land rights programmes in the Free State.

    The successful candidate will provide strategic and operational support for communal land tenure programmes, tenure upgrades, land rights management, Communal Property Associations (CPAs), stakeholder engagement, dispute resolution, compliance, and provincial implementation planning.

    Minimum Requirements

    • Grade 12 / Senior Certificate.
    • National Diploma in Social Sciences, LLB, or a related equivalent qualification at NQF Level 6.
    • Minimum 3 years’ experience at junior management level in the relevant field.
    • Valid driver’s licence.
    • Willingness to travel.
    • Ability to work under pressure.

    Duties and Responsibilities

    Communal Land Tenure

    • Coordinate and support the implementation of communal land tenure programmes.
    • Plan awareness initiatives and capacity-building programmes on communal land management and relevant legislation.
    • Provide support to land rights management structures through legal protection and awareness.
    • Facilitate and mediate land rights violations and disputes on communal land in accordance with relevant legislation.
    • Coordinate the implementation of communal tenure upgrade programmes.

    Land Rights Programmes

    • Coordinate and support the implementation of land rights programmes.
    • Monitor queries relating to land rights programmes.
    • Coordinate land rights mediation and adjudication processes.
    • Coordinate the implementation of land rights upgrade programmes.
    • Monitor the Land Rights Management Facility.
    • Provide legal protection and awareness to land rights management structures.

    Communal Property Associations

    • Coordinate and support the establishment and support of Communal Property Entities.
    • Facilitate the establishment and implementation of Communal Property Associations (CPAs).
    • Maintain a database of CPAs and similar entities.
    • Coordinate awareness of CPA activities.
    • Conduct investigations and intervene in CPA affairs where necessary.
    • Facilitate mediation and dispute-resolution proceedings involving CPAs.
    • Promote CPA compliance with applicable legislation.

    Strategic and Provincial Implementation

    • Provide strategic leadership and implementation support on land tenure programmes.
    • Manage the provincial implementation plan for tenure programmes.
    • Coordinate stakeholder relationships.
    • Represent and present the Directorate at various forums.
    • Consolidate reports related to tenure reform implementation.

    Audit, Risk and Compliance

    • Coordinate external and internal audits.
    • Manage implementation of audit action plans.
    • Coordinate risk and audit action plans.
    • Monitor compliance and implementation activities.

    Salary

    R1,101,468 per annum (Level 12)
