Tender Objective
The objective of this tender is to appoint a suitably qualified contractor to construct a new Combi-Court at Disco Location in Winburg/Makeleketla.
The project forms part of the municipality’s community development and recreational infrastructure programme aimed at improving sports and recreational facilities for local residents.
Scope of Work
The successful contractor will be responsible for:
Site Preparation
- Site establishment.
- Site clearing and preparation.
- Setting out and surveying works.
- Earthworks where required.
Construction of the Combi-Court
- Construction of the court foundation and surface.
- Concrete and civil works.
- Installation of sports court infrastructure.
- Court markings and finishing works.
- Installation of fencing and associated structures where specified.
- Completion of all ancillary works required for a fully functional facility.
Project Completion
- Final inspections.
- Defect rectification.
- Site clean-up and handover.
Technical Requirements
Bidders must:
- Possess a CIDB grading of 2 CE or higher.
- Submit firm prices.
- Ensure prices remain valid for at least 90 days after tender closing.
- Include VAT where applicable.
- Comply with all technical specifications contained in the tender documents.
- Meet all municipal procurement requirements.
Mandatory Compliance Requirements
The following documentation must accompany the bid:
Central Supplier Database (CSD)
- Registration on the National Treasury Central Supplier Database.
- Submission of the CSD registration summary report.
Tax Compliance
- Valid Tax Status PIN.
- Tax compliance verification through CSD.
Municipal Compliance
Latest:
- Municipal rates and taxes clearance certificate; or
- Lease agreement if premises are rented.
Tender Documentation
- Fully completed MBD forms.
- All supplementary and compulsory tender forms signed and submitted.
Failure to submit required documentation may result in disqualification.
Skills and Experience Requirements
Suitable contractors should demonstrate:
Construction Experience
- Experience in civil engineering projects.
- Experience in sports facility construction is advantageous.
- Proven track record on projects of similar size and complexity.
Technical Expertise
- Qualified construction personnel.
- Site management capability.
- Knowledge of municipal construction standards.
- Ability to deliver quality workmanship within agreed timelines.
Health and Safety
- Site safety management systems.
- Compliance with Occupational Health and Safety requirements.
- Environmental management practices.
