Tender Objective
The purpose of this tender is to appoint a qualified security service provider to deliver professional guarding services to various South African Post Office facilities across the Free State Province.
The successful bidder will be responsible for protecting:
- Postal facilities
- Employees
- Customers
- Postal assets
- Equipment and infrastructure
- Mail and logistics operations
Contract Duration
Maximum Contract Period: 12 Months
Scope of Work
The appointed service provider will provide:
Guarding Services
- Armed guarding services where required.
- Unarmed guarding services where required.
- Day shift security coverage.
- Night shift security coverage.
- Weekend security coverage.
- Public holiday security coverage.
Shift Requirements
- Standard 12-hour shifts.
- Continuous site protection according to SAPO requirements.

Security services will be required at various locations across the Free State, including:
- Bloemfontein
- Bethlehem
- Botshabelo
- Brandfort
- Edenburg
- Edenville
- Frankfort
- Harrismith
- Hennenman
- Koffiefontein
- Kroonstad
- Marquard
- Memel
- Oranjeville
- Sasolburg
- Tweeling
- Tweespruit
- Villiers
- Virginia
- Vrede
- Warden
- Welkom
Services may be required at:
- Retail post office branches
- Logistics facilities
- Support offices
- Open operational facilities
Key Responsibilities
The appointed security company will be expected to:
Access Control
- Monitor entry and exit points.
- Verify visitors and contractors.
- Control vehicle access.
Asset Protection
- Protect postal property and equipment.
- Prevent theft, vandalism, and damage.
- Safeguard postal items and assets.
Patrol Duties
- Conduct routine security patrols.
- Monitor suspicious activities.
- Report incidents immediately.
Incident Response
- Respond to emergencies.
- Liaise with SAPS and emergency services when necessary.
- Follow established security protocols.
Reporting
- Maintain occurrence books.
- Prepare incident reports.
- Submit security reports to SAPO management.
Technical Requirements
The successful bidder must:
- Provide trained and licensed security officers.
- Supply armed and unarmed guards according to site requirements.
- Ensure guards are available for day, night, weekend, and public holiday shifts.
- Provide ad hoc security services when requested.
- Comply with all SAPO security specifications and contractual requirements.
Minimum Skills and Experience Requirements
Company Requirements
The bidder must demonstrate:
- At least one (1) year of guarding experience within the last two (2) years.
- Proven security service delivery capability.
- Ability to deploy security personnel across multiple sites.
Personnel Requirements
Security officers should possess:
- Relevant PSIRA registration.
- Appropriate security training.
- Firearm competency certification (for armed guards).
- Good communication skills.
- Incident reporting capability.
- Knowledge of emergency procedures.
