    Tender Description

    ESKOM is seeking qualified suppliers for the supply and delivery of potable water to designated critical transmission substations within the Southern Grid.

    The water will be supplied on an as-and-when-required basis over a three-year period to support operational requirements at various substations.

    Scope of Work

    The successful supplier(s) will be responsible for:

    • Supplying potable drinking water to designated ESKOM sites.
    • Delivering water to substations within the Southern Grid.
    • Responding to batch orders issued by the purchaser.
    • Ensuring deliveries are made within the required response period.
    • Replacing empty water containers on a monthly basis.
    • Maintaining adequate stock and logistical capacity.
    • Providing complete delivery and quality documentation.
    • Meeting all applicable contractual, quality, health and safety requirements.

    Delivery Locations

    The tender covers designated sites within the following areas:

    • Bloemfontein
    • Welkom
    • Sasolburg
    • Port Elizabeth / Gqeberha

    The listed substations include sites such as Merapi, Perseus, Beta, Boundary, Serumula, Poseidon, Grassridge, Leander Everest, Theseus, Sorata, Lethabo, Makalu, Scaffel and Mercury.

    Technical Requirements

    Suppliers must demonstrate that the water supplied:

    • Complies with SANS 241-1:2015 drinking-water requirements.
    • Is suitable for potable consumption.
    • Is supported by valid water-quality test certificates.
    • Includes relevant product-specific data sheets.
    • Has the required SANBWA approval documentation.

    Suppliers must also demonstrate appropriate quality-management, warehousing, logistics and delivery capabilities.

    Health and Safety Requirements

    Bidders are required to comply with applicable occupational health and safety requirements, including:

    • Baseline OHS risk assessment.
    • Site-specific OHS plan.
    • CEO-signed OHS policy aligned with the Occupational Health and Safety Act.
    • Valid COIDA Letter of Good Standing.
    • Compliance with NTCSA’s applicable Life Saving Rules.

    Supplier Requirements

    Potential bidders should demonstrate:

    • Proven experience in potable water supply and delivery.
    • Adequate warehousing and storage facilities.
    • Sufficient transport and distribution capacity.
    • Quality assurance and water-testing processes.
    • Effective logistics and order-management systems.
    • Previous experience supported by reference letters or payment certificates.
    • Appropriate administrative and compliance systems.
    • Ability to meet the requirements of the applicable contract.

    Contract Requirements

    The contract will operate under the NEC3 Supply Contract (SC3) framework.

    Orders will be issued as required, with the tender summary indicating a minimum three-day response window for batch orders. Suppliers must be capable of completing deliveries in accordance with the specified order requirements.

    Bidders will also be required to comply with applicable B-BBEE and supplier-development obligations, including commitments relating to skills development and educational initiatives where specified in the tender documentation.
