Tender Description
Maluti-a-Phofung Local Municipality is inviting bids for the appointment of a qualified service provider to supply, deliver and install smart bulk water meters within the municipality.
The project is intended to modernise bulk water infrastructure, improve water measurement and monitoring, reduce non-revenue water losses, and support more accurate billing through automated data collection and remote monitoring.
Scope of Work
The successful service provider will be responsible for:
- Supplying certified smart bulk water meters.
- Delivering all equipment to the required project sites.
- Coordinating site readiness for installation.
- Installing the smart bulk water meters.
- Connecting the meters to the existing water distribution infrastructure.
- Commissioning the installed equipment.
- Conducting initial performance testing.
- Ensuring accurate measurement and reliable data transmission.
- Providing the necessary technical and handover documentation.
- Ensuring all equipment and installations comply with municipal engineering requirements and applicable standards.
Technical Requirements
Bidders must demonstrate the ability to provide:
- High-accuracy smart bulk water meters.
- Meters capable of remote telemetry and data transmission.
- Equipment compliant with applicable SANS requirements and municipal engineering specifications.
- Appropriate technical expertise for bulk water and hydraulic infrastructure projects.
- Proven experience in projects of a similar nature.
- Quality assurance and project implementation procedures.
- A detailed company profile outlining technical capacity and previous project experience.
- A clear implementation methodology.
- Properly indexed and logically structured bid documentation.
Contractor Requirements
- CIDB Grading: 7CE or higher.
- Valid Company Registration Certificate, where applicable.
- Active CSD registration.
- Valid Tax Compliance Status (TCS) PIN/certificate.
- Municipal rates and taxes clearance certificate, or proof that arrears do not exceed three months.
- Demonstrated financial and operational capacity.
- Ability to comply with municipal supply chain management requirements.
- Capacity to meet the 90-day bid validity period.
- Joint ventures/consortia must meet the applicable registration and compliance requirements for all participating entities.
Important Tender Conditions
- Bid documents: Available from Monday, 21 September 2026 after 10:00.
- Document fee: R2,100 non-refundable.
- Documents can be obtained from the Cashiers Point at Maluti-a-Phofung Local Municipality Main Offices in Phuthaditjhaba.
- Payment must be made in cash or by bank guarantee in favour of Maluti-a-Phofung Municipality.
- The tender documents will not be available on the portal, according to the supplied tender notice.
- Only one submission per entity will be evaluated.
- Bids are valid for 90 days from the closing date.
