Tender Overview
The National Health Laboratory Service is inviting quotations from suitably qualified suppliers for the supply and delivery of three under-bench steel cabinets to its Welkom Laboratory.
The successful supplier will be responsible for supplying cabinets that meet the required laboratory specifications, as well as ensuring complete and timely delivery to the designated NHLS facility.
Scope of Work
The appointed supplier will be required to:
- Supply 3 under-bench steel cabinets.
- Ensure the cabinets meet the required laboratory-grade specifications.
- Provide durable, stable and suitable cabinetry for use in a laboratory environment.
- Transport and physically deliver the cabinets to the NHLS Welkom Laboratory.
- Include all labour, materials, consumables, accessories, supervision and related costs in the quotation.
- Comply with the delivery timeframe specified by NHLS.
- Ensure products supplied correspond with the specifications stated in the RFQ.
- Provide all required supporting product documentation.
Technical Requirements
Bidders must ensure that:
- The quotation is for three (3) units.
- An official product catalogue or brochure is attached.
- Product specifications are clearly stated on the submission.
- The proposed cabinets are suitable for under-bench installation.
- Cabinets meet appropriate standards for durability, stability and safety in a laboratory environment.
- Failure to provide mandatory technical documentation may result in disqualification.
Pricing Requirements
The quotation must account for all costs associated with fulfilling the RFQ, including:
- Materials
- Labour
- Transportation
- Delivery
- Consumables
- Accessories
- Supervision
- Overheads
- Profit
- Duties and levies
- Other costs necessary for complete delivery
VAT must be quoted separately and excluded from the unit prices.
Requirements for Bidders
The required documentation includes:
- Original Tax Clearance Certificate or applicable tax compliance documentation.
- Original B-BBEE certificate or certified copy.
- Completed SBD 4 – Declaration of Interest.
- Completed SBD 6.1 – Specific Goals.
- Valid CSD Report.
- Proof of residence.
- Product catalogue/brochure, where applicable.
- Completed/ticked generic specification template, where applicable.
- All pages of the RFQ must be initialled as required.
- A quotation signed by an authorised representative.
Supplier Capabilities
Although no specific professional qualification is required, suppliers should ideally have:
- Experience in supplying steel or laboratory furniture.
- Access to suitable manufacturing or furniture suppliers.
- Ability to source or manufacture the required cabinets.
- Reliable warehousing and stock-management capabilities.
- Reliable transportation and delivery arrangements.
- Ability to meet NHLS specifications.
- Strong quality-control processes.
- Experience working with healthcare, laboratory or government institutions would be advantageous.
Evaluation
The procurement uses an 80/20 preference point system:

The evaluation may consider qualifying factors such as ownership and participation by Historically Disadvantaged Individuals, women, youth and persons with disabilities, as well as applicable local procurement considerations.
