    Tender Overview

    The National Health Laboratory Service is inviting quotations from suitably qualified suppliers for the supply and delivery of drinking water to Free State laboratories for a period of 12 months.

    The successful supplier will be expected to provide a consistent supply of 20-litre drinking water bottles to the designated NHLS facilities according to the required delivery schedule.

    Scope of Work

    The appointed supplier will be responsible for:

    • Supplying 20-litre drinking water bottles.
    • Delivering water to the designated NHLS laboratories across the Free State.
    • Providing the required quantities according to each facility’s monthly requirements.
    • Maintaining a consistent supply throughout the 12-month contract period.
    • Ensuring the drinking water is safe and suitable for consumption.
    • Maintaining appropriate hygiene and handling standards.
    • Meeting the delivery schedules specified by NHLS.
    • Providing all transportation and logistics required for delivery.
    • Ensuring pricing covers all applicable costs associated with the service.
    • Only supplying goods after receiving the appropriate purchase order.

    Technical Requirements

    Suppliers must be able to demonstrate:

    • Compliance with the required drinking-water quality standards.
    • A written commitment that the supplied water will have a pH level between 6.5 and 8.5.
    • Availability of a product catalogue, where applicable.
    • Capacity to deliver the required quantities on schedule.
    • Appropriate facilities and processes for handling and transporting potable water.
    • Reliable distribution arrangements for multiple Free State locations.
    • A written commitment to comply with NHLS delivery timeframes.

    Requirements for Bidders

    The required documentation includes:

    • Original Tax Clearance Certificate or applicable tax compliance documentation.
    • Original B-BBEE certificate or certified copy.
    • Completed SBD 4 – Declaration of Interest.
    • Completed SBD 6.1 – Specific Goals.
    • Valid CSD Report.
    • Proof of residence.
    • Product catalogue, where applicable.
    • Completed/ticked generic specification template, where applicable.
    • All pages of the RFQ must be initialled as required.
    • A quotation on the supplier’s official company letterhead.
    • Written commitments relating to water quality and delivery performance.

    Supplier Capabilities

    The ideal supplier should have:

    • Experience supplying bottled drinking water.
    • Reliable access to sufficient water stock.
    • Adequate delivery vehicles and logistics capacity.
    • Ability to service multiple locations on a regular schedule.
    • Effective inventory and order-management systems.
    • Strong delivery and route-planning capabilities.
    • Knowledge of potable-water handling and hygiene requirements.
    • Ability to maintain consistent service over 12 months.
    • Experience working with government or healthcare institutions would be advantageous.

    Pricing & Contract Requirements

    The contract will run for 12 months, requiring suppliers to maintain reliable service throughout the period.

    Pricing should include the costs associated with:

    • Water
    • Bottles/containers
    • Transportation
    • Delivery
    • Labour
    • Handling
    • Overheads
    • Other costs necessary to complete the service

    VAT is calculated separately at 15%.

    Quotations are required to remain valid for 90 days after submission.

    Evaluation

    The RFQ follows a three-stage evaluation process:

    1. Administrative compliance – checking required documentation.
    2. Mandatory technical evaluation – checking whether the supplier and product meet the required specifications.
    3. Price and specific goals evaluation – assessment under the applicable 80/20 preference point system.
