Tender Description
Setsoto Local Municipality invites suitably qualified and capable suppliers to submit quotations for the supply and delivery of steel trailer units, including the complete licensing and registration process through the National Traffic Information System (NATIS).
The successful supplier will be responsible for providing trailers that meet the specified technical and structural requirements, arranging the necessary licensing and registration, and delivering the completed units to the municipality’s Ficksburg unit.
The procurement aims to appoint a reliable supplier capable of providing safe, quality-certified trailer units while ensuring that all regulatory and administrative requirements are completed before handover.
Responsibilities
The successful supplier will be responsible for:
- Supplying steel trailer units that meet the municipality’s required specifications.
- Manufacturing or sourcing suitable trailer units.
- Ensuring the trailers meet the required load and structural specifications.
- Providing trailers with approximately 1.7-ton load capacity.
- Providing trailers fitted with two 1.5-ton axles.
- Ensuring the trailers have a 2.3-ton Gross Vehicle Mass (GVM).
- Supplying trailers with 14-inch externally mounted wheels.
- Ensuring the trailer frame is constructed using 50mm square channel tubing.
- Providing manufacturer certification confirming the safety and quality compliance of the trailers.
- Managing the required vehicle licensing procedures.
- Completing the official vehicle registration process through NATIS.
- Ensuring all relevant statutory requirements are fulfilled before delivery.
- Delivering the trailer units to the Setsoto Local Municipality Ficksburg unit.
- Completing delivery within three calendar days of receiving the official purchase order, unless an alternative lead time is stated in the quotation.
- Providing accurate administrative and compliance documentation.
- Maintaining the required quotation validity period.
- Complying with all applicable municipal procurement requirements.
Requirements
Suppliers must be able to meet the following requirements:
Trailer Specifications
- Approximate load capacity of 1.7 tons.
- Two 1.5-ton axles.
- Gross Vehicle Mass (GVM) of approximately 2.3 tons.
- 14-inch wheels mounted externally on the trailer frame.
- Structural frame manufactured using 50mm square channel tubing.
- Manufacturer certification confirming safety and quality compliance.
Business and Compliance Requirements
- Valid Central Supplier Database (CSD) registration.
- Valid CSD registration number clearly displayed on the quotation.
- Recent SARS Tax Compliance Status (TCS) PIN.
- Current municipal rates and taxes statements.
- Municipal accounts must not be more than three months in arrears.
- Company registration certificate.
- Completed and signed Declaration of Interest form.
- Pricing must remain valid for 30 days.
- Quotation must clearly state the expected delivery lead time.
- Ability to complete the required licensing and registration through NATIS.
- Ability to provide all necessary documentation for vehicle registration.
Skills and Experience
Although no specific formal qualification is stipulated, suppliers should have:
- Experience in supplying or manufacturing trailers.
- Knowledge of trailer specifications and structural requirements.
- Experience with heavy goods or equipment logistics.
- Understanding of vehicle licensing and registration procedures.
- Ability to coordinate NATIS-related registration requirements.
- Strong administrative and record-keeping capabilities.
- Ability to meet short delivery deadlines.
- Experience working with municipal or public-sector procurement processes is advantageous.
- Capacity to supply equipment that complies with applicable safety and quality standards.
NATIS Registration Requirement
The successful supplier must manage the necessary licensing and registration of the trailer units through NATIS before handover to the municipality.
This means the supplier is expected to coordinate the applicable registration process and ensure that the required statutory documentation is completed and available.
Evaluation and Compliance
Submissions will be subject to verification and will be evaluated in accordance with the applicable municipal procurement and preferential procurement requirements, including the 80/20 preference point system.
The municipality may consider factors such as price, compliance, transformation criteria and locality when evaluating submissions.
Setsoto Local Municipality reserves the right to accept partial bids and may take appropriate action where a supplier fails to meet the required delivery timeframe or contractual obligations.
