Tender Description
Eskom invites suitably qualified and experienced suppliers to submit bids for the supply and delivery of pneumatic actuators for stock replenishment at Lethabo Power Station for a period of five years.
The appointed supplier will provide various pneumatic actuators on an as-and-when-required basis in accordance with purchase orders issued by Eskom throughout the contract period.
The procurement is intended to ensure the reliable availability of critical actuator spares required for maintenance and operational continuity at the power station. Suppliers may also be required to maintain consignment stock for items with extended lead times or those that are not routinely kept in stock.
Deliveries must be made to the station’s goods receiving section during the designated operating hours. Suppliers will also be responsible for appropriate packaging, preservation, transportation and the submission of relevant technical documentation with deliveries.
Responsibilities
The successful supplier will be responsible for:
- Supplying pneumatic actuators in accordance with Eskom’s technical specifications.
- Delivering actuators to Lethabo Power Station as and when required.
- Maintaining sufficient stock to meet Eskom’s requirements.
- Maintaining consignment stock for specified long-lead or non-routine items.
- Responding to purchase orders issued throughout the five-year contract period.
- Ensuring products are properly packaged and preserved during storage and transportation.
- Transporting and delivering equipment safely to the designated goods receiving section.
- Providing data books, test certificates and manufacturer brochures with applicable deliveries.
- Providing manufacturer technical datasheets and supporting technical documentation.
- Ensuring supplied products comply with the required quality and safety standards.
- Maintaining an appropriate quality management system.
- Developing and implementing the required Contract Quality Plan (CQP).
- Preparing and maintaining an Inspection and Test Plan (ITP).
- Providing OEM supply agreements and warranty commitments.
- Complying with Eskom’s SHEQ requirements.
- Maintaining required occupational health and safety documentation.
- Supporting local production and local-content requirements.
- Meeting applicable B-BBEE and socio-economic development obligations.
- Participating in the reverse e-auction process where shortlisted.
- Complying with the applicable NEC3 Supply Contract conditions.
- Maintaining accurate inventory, delivery and compliance records throughout the contract.
Requirements
Technical and Quality Requirements
- Valid ISO 9001 Quality Management System certification, or equivalent documented evidence of an implemented QMS.
- Draft Contract Quality Plan (CQP).
- Inspection and Test Plan (ITP) aligned with applicable ISO 10005 requirements.
- Verifiable OEM supply agreements.
- Valid warranty commitments.
- Manufacturer technical datasheets covering the required specifications.
- Ability to supply pneumatic actuators meeting Eskom’s technical requirements.
- Appropriate quality assurance and quality control processes.
Experience Requirements
- Minimum three years’ verifiable experience in supplying similar actuators.
- Experience in the power generation industry is advantageous.
- Demonstrated ability to manage industrial equipment supply contracts.
- Proven capacity to meet ongoing stock replenishment requirements.
Storage and Logistics Requirements
- Dedicated storage facility located within 100 km of Lethabo Power Station.
- Proof of the storage facility through applicable lease or utility documentation.
- Inspection access letters where required.
- Ability to manage consignment stock.
- Capacity for just-in-time delivery coordination.
- Appropriate industrial storage and preservation procedures.
- Reliable transportation and delivery capability.
Health, Safety and Environmental Requirements
Suppliers must comply with Eskom’s SHEQ requirements, including:
- Baseline Risk Assessment.
- Valid COIDA Letter of Good Standing.
- Occupational health and safety training.
- Formal incident reporting procedures.
- Hazard Identification and Risk Assessment (HIRA) capability.
- Appropriately trained health and safety personnel.
- Site-specific induction requirements.
- Defensive driving and Eskom vehicle safety requirements for applicable drivers.
Local Content and B-BBEE Requirements
- Minimum 70% Local Production and Content threshold for designated actuator components.
- Relevant DTI-prescribed local-content declaration forms.
- Valid B-BBEE verification certificate or applicable sworn affidavit.
- Mandatory post-award B-BBEE improvement plan.
- Compliance with Eskom’s socio-economic development, localisation and industrialisation requirements.
Skills and Personnel Requirements
The supplier should have access to suitably competent personnel, including:
- Quality assurance and quality control personnel.
- Personnel experienced in preparing and auditing CQPs and ITPs.
- Health and safety officers with HIRA, SAMTRAC and incident investigation training.
- Experienced logistics and inventory managers.
- Personnel experienced in consignment stock management.
- Staff capable of coordinating just-in-time industrial deliveries.
- Administrative and financial personnel experienced in tax compliance and electronic invoicing.
- Personnel capable of managing socio-economic development and localisation reporting.
- Licensed drivers and equipment operators who meet Eskom’s safety requirements.
Contract Requirements
The successful bidder will be required to operate under the applicable NEC3 Supply Contract (SC3) framework.
The contract includes provisions relating to:
- Contract price adjustments.
- Inflation adjustments from the applicable contract year.
- Delay damages.
- Defect correction periods.
- Performance security requirements.
- Compensation events.
- Programme updates and early-warning processes.
- Socio-economic development and localisation obligations.
