Tender Description
Eskom invites suitably qualified and experienced contractors to provide refurbishment, repair, inspection and maintenance services for Dust Handling Plant (DHP) equipment at Lethabo Power Station over a period of five years.
The work will primarily be carried out during planned power station outage opportunities. The objective is to restore and maintain DHP equipment to its required operating condition, improve equipment reliability, minimise unplanned failures and support the safe and efficient operation of the power station.
The scope includes mechanical refurbishment and maintenance of conveyors, bucket elevators, flap valves, pneumatic slide gates and associated equipment. Work may also be performed on an as-and-when-required basis outside planned outage periods, subject to Eskom’s approval.
Responsibilities
The successful contractor will be responsible for:
- Refurbishing, repairing, inspecting and maintaining DHP equipment at Lethabo Power Station.
- Performing maintenance activities during scheduled outage periods.
- Carrying out approved as-and-when-required refurbishment work.
- Overhauling transfer, hopper and overbunker conveyors.
- Replacing and maintaining conveyor chains, flights, wear rails, tension units and casings.
- Replacing conveyor belts where required.
- Refurbishing pulleys and associated drive systems.
- Maintaining A and B stream bucket elevators.
- Refurbishing mechanical flap valves.
- Refurbishing motorised double flap valves.
- Refurbishing pneumatic slide gates.
- Stripping, cleaning and inspecting components.
- Replacing damaged or worn components.
- Performing equipment alignment.
- Restoring seals and sealing surfaces.
- Conducting functional testing after refurbishment.
- Ensuring all work complies with Eskom’s technical and safety standards.
- Preparing and submitting approved method statements.
- Conducting baseline risk assessments before work begins.
- Implementing approved quality control and inspection plans.
- Complying with specified hold and witness points.
- Recording inspection, testing and commissioning results.
- Preparing complete handover documentation and technical dossiers.
- Maintaining proper quality assurance throughout the project.
- Managing workplace health and safety requirements.
- Complying with environmental and waste-management requirements.
- Providing suitably qualified and competent personnel.
- Coordinating work activities to meet outage schedules and agreed milestones.
Requirements
Company and Accreditation Requirements
Tenderers must demonstrate:
- ISO 9001 certification.
- ISO 3834 Part 2 accreditation.
- Demonstrated experience in mechanical maintenance and refurbishment.
- Proven experience working on industrial plant and equipment.
- Ability to comply with Eskom’s SHEQ requirements.
- Capacity to execute work safely within planned outage periods.
Experience Requirements
The contractor must provide verifiable experience, including:
- At least three recent reference projects involving similar mechanical work.
- Experience with chain conveyors.
- Experience with bucket elevators.
- Experience with slide gates.
- Experience with mechanical drives.
- Experience with gearboxes and associated equipment.
- Demonstrated ability to execute refurbishment and maintenance projects in industrial environments.
Personnel Requirements
The required project team includes:
Project Manager
- Minimum 10 years’ relevant experience.
- Documented evidence of previous project delivery experience.
Mechanical Artisans
- Six certified mechanical fitters.
- Three certified welders.
- Two certified boilermakers.
- Valid Red Seal trade certificates.
- Minimum two years’ post-qualification experience.
Quality Controller
- One mechanical Quality Controller.
- Trade Test/Red Seal qualification.
- Minimum two years’ experience in bulk materials handling.
Health and Safety Officer
- Full-time Health and Safety Officer.
- National Diploma in Safety Management.
- HIRA certification.
- Incident investigation training.
- SACPCMP registration for applicable construction-related activities.
Health and Safety Requirements
The contractor must comply with Eskom’s occupational health and safety requirements and applicable South African legislation.
This includes:
- Approved baseline risk assessments.
- Safe work procedures.
- Hazard identification and risk assessments.
- Eskom OHS induction.
- Appropriate safety training for site personnel.
- Incident reporting and investigation procedures.
- Compliance with applicable Construction Regulations.
- Section 37(2) contractual requirements where applicable.
- Environmental and waste-management procedures.
All personnel must complete the required Eskom induction, Integrated Business Improvement (IBI) awareness training and relevant competency verification before mobilisation.
Quality Requirements
The contractor must establish and maintain appropriate quality-control procedures throughout the contract.
This includes:
- Submission of Quality Control Plans (QCPs).
- Inspection and Test Plans (ITPs).
- Clearly defined hold and witness points.
- Formal inspections before work progresses beyond applicable hold points.
- Approved method statements.
- Testing and commissioning records.
- Equipment inspection documentation.
- Complete handover dossiers.
- Compliance with Eskom’s technical standards and specifications.
Contract Requirements
The contract will operate under an NEC3 Term Service Contract (TSC3) framework, with a priced activity schedule and payment linked to verified completion of work.
Contractual requirements may include:
- Performance bonds.
