Tender Description
The National Health Laboratory Service is inviting suitably qualified suppliers to supply and deliver a Biological Class II Safety Cabinet for the Chemical Pathology Department at Universitas Bloemfontein.
The contract includes delivery, installation, performance validation, user training, warranty support, servicing and maintenance for 36 months.
Scope of Work
The successful bidder will be required to:
- Supply and deliver one Biological Class II Safety Cabinet.
- Complete delivery within 4–6 weeks.
- Install and commission the cabinet on site.
- Conduct performance validation in accordance with applicable standards and manufacturer requirements.
- Provide laboratory layout consultation where required.
- Provide hands-on operator training during installation.
- Submit written proof of training to the Laboratory Manager.
- Provide after-sales service and repairs for 36 months.
- Conduct at least two maintenance visits per year.
- Perform required calibration and certification.
- Provide a minimum 24-month warranty covering defects, parts and labour.
Technical Requirements
The safety cabinet must meet the specified technical requirements, including:
- Cabinet Type: Type A2 Biological Safety Cabinet.
- Filtration: H14 HEPA filters with the required minimum filtration efficiency.
- External Dimensions: 2030 × 852 × 1540 mm.
- Internal Work Area: 1870 × 623 × 670 mm.
- Real-time airflow alarms.
- Operator warning systems for unsafe operating conditions.
- Clearly visible gauge/display panel.
- Clearly marked controls.
- Adjustable exterior noise levels.
- Antimicrobial exterior coating.
- Programmable internal UV lamp from 30 minutes to 24 hours in 30-minute increments.
- Internal lighting.
- Base stand.
- Internal power supply point for ancillary equipment.
- Electrical Supply: 220–240V, 50Hz (±2Hz), single-phase AC.
- Internal airflow configuration with no external ducting required.
- South African regulatory compliance.
Certification & Documentation
Bidders should provide the required documentation, including:
- Valid NRCS sales permit or homologation certificate for South Africa.
- ISO 13485 certificate.
- ISO 9001 certificate.
- Detailed quotation on company letterhead.
- Completed compliance specification sheet.
- Product brochure/catalogue with images.
- Operator manual.
- Verifiable reference letters, not older than three years.
- Mandatory procurement and supplier documentation as specified in the RFQ.
Supplier & Service Requirements
Suppliers must demonstrate the ability to:
- Install and validate the equipment using suitably qualified and certified technicians.
- Provide operator training.
- Conduct biannual maintenance visits.
- Perform calibration and certification.
- Provide timely repairs during the warranty and service periods.
- Maintain the required service and support arrangements for 36 months.
- Meet the specified delivery period.
- Comply with public-sector procurement requirements.
- Provide valid Tax Clearance documentation/PIN.
- Maintain CSD registration.
- Submit applicable B-BBEE verification documentation.
- Complete the required Standard Bidding Documents (SBDs).
- Comply with fixed-pricing and contractual requirements.
Important Terms Explained
Biological Safety Cabinet (Class II, Type A2):
A specialised laboratory enclosure designed to provide protection for personnel, laboratory materials and the environment through controlled airflow and HEPA filtration.
HEPA H14 Filter:
