Tender Description
The National Health Laboratory Service is inviting suitably qualified suppliers to supply and deliver a laboratory-grade bench-top water distiller for the Histology Department at Universitas Bloemfontein.
The procurement includes installation, commissioning and a comprehensive five-year service plan covering preventative maintenance and ongoing technical support.
Scope of Work
The successful bidder will be required to:
- Supply and deliver one laboratory-grade water distiller.
- Install and commission the equipment on site.
- Provide a placement certificate.
- Provide a five-year preventative maintenance and service plan.
- Include labour, materials, consumables, accessories and supervision in the service plan.
- Provide ongoing technical support throughout the contract period.
- Deliver the equipment within 4–6 weeks of receiving the order.
- Quote in South African Rand, excluding VAT, as specified in the RFQ.
- Maintain pricing for the duration of the five-year contract.
- Assume responsibility for applicable transport, taxes, levies and overhead costs.
Technical Requirements
The water distiller must meet the specified laboratory requirements, including:
- Equipment Type: Bench-top laboratory water distiller.
- Production Capacity: 30–60 litres per day.
- Water Purity: Must meet NCCLS Type III standards for laboratory use.
- Reservoir: Integrated reservoir of approximately 20 litres.
- Reticulation capability.
- Certified RNase and DNase elimination.
- ISO-compliant manufacturing standards.
- Minimum 24-month manufacturer’s warranty.
- Dedicated after-sales call centre.
- Guaranteed 12-hour response time for service support.
Required Documentation
Bidders should submit the mandatory documentation specified in the RFQ, including:
- Completed compliance specification sheet.
- Manufacturer brochure/catalogue with product images.
- Detailed quotation on official company letterhead.
- Formal after-sales service commitment letter.
- Reference letters or completion certificates for similar laboratory equipment supplied and maintained within the past three years.
- Valid CSD registration.
- SARS Tax Clearance PIN or Certificate.
- B-BBEE verification documentation, where applicable.
- Any other mandatory documents listed in the RFQ.
Supplier Experience & Capability
Suppliers should demonstrate:
- Previous experience supplying and maintaining similar laboratory equipment.
- Technical capacity to install and commission laboratory water distillation systems.
- Ability to provide preventative maintenance over a five-year period.
- Capacity to supply required consumables and materials.
- Ability to provide responsive after-sales support.
- Financial and operational capacity to maintain fixed pricing and meet the five-year service commitment.
- Compliance with South African public-sector procurement requirements.
Important Terms Explained
Laboratory-Grade Water Distiller:
Equipment designed to produce purified water for laboratory applications by removing contaminants through the distillation process.
NCCLS Type III Water:
A laboratory water-quality classification associated with water suitable for general laboratory applications. NCCLS is now known as CLSI (Clinical and Laboratory Standards Institute).
RNase and DNase Elimination:
The system must be capable of producing water suitable for applications where contamination by enzymes that can degrade RNA or DNA needs to be controlled.
Placement Certificate:
A document confirming that the supplied equipment has been appropriately positioned and meets the required installation conditions at the laboratory.
