Tender Overview
The Department of Sports, Arts & Culture is seeking a suitably qualified multidisciplinary professional service provider to support the completion, commissioning and handover of the Mama Winnie Madikizela-Mandela Bombed Clinic.
The appointed service provider will review existing designs, monitor the construction contract, provide on-site construction supervision and manage the project’s handover and close-out. The project also includes heritage and exhibition components intended to preserve and interpret the historical significance of the clinic.
Scope of Work
The successful bidder will be responsible for:
- Reviewing and validating existing detailed designs.
- Monitoring and evaluating the construction contract over an estimated 12-month period.
- Providing full-time on-site supervision during construction.
- Managing project handover and formal close-out.
- Developing an architectural intervention to protect the historic remains.
- Integrating an exhibition space into the project.
- Developing a visitor exhibition that communicates the history of the clinic and its significance within the context of apartheid-era persecution.
- Compiling a comprehensive historical interpretation guide for future operational use.
- Ensuring project activities comply with the Framework for Infrastructure Delivery and Procurement Management (FIDPM) 2019.
Required Professional Team
Bidders must provide a suitably qualified multidisciplinary team consisting of:
- Civil/Structural Engineer
- Project Manager
- Quantity Surveyor
- Architect
- Heritage Consultant/Curator
- Exhibition Designer
All nominated professionals must maintain current registration with their relevant statutory councils or professional bodies throughout the contract period. The director of the consulting firm must also be appropriately registered.
Technical and Contractual Requirements
The successful service provider will be required to:
- Work under a Service Level Agreement with the Department.
- Submit monthly invoices based on verified actual hours worked.
- Remain within the allocated budget for each activity unless written approval is obtained from the client.
- Work without upfront payments, with disbursements made after verification of completed work.
- Attend the compulsory site briefing.
- Participate in weekly or bi-weekly project progress meetings.
- Obtain prior approval from the Department for specialist subcontractors.
- Apply a coordinated multidisciplinary approach across planning, design, procurement, construction and project close-out.
Procurement and Preference Requirements
The tender will be evaluated using the 80/20 preference point system, with 80 points allocated for price and 20 points for specific socio-economic transformation objectives.
Bidders must ensure that ownership information and supporting documentation are accurate and consistent, particularly where preference points are claimed based on ownership demographics.
The required bidding documentation includes SBD4 and SBD6.1, among other tender requirements.
