Job / Tender Overview
The National Lotteries Commission is seeking to appoint a qualified catering service provider to provide lunch catering for its Heritage Day Celebration at the Free State Province Office in Welkom.
The successful service provider will be responsible for the preparation, transportation, presentation and serving of meals to attendees on 23 September 2026, with lunch scheduled for 12:00.
The contract is for a single-day service and will commence following the issuing of an official purchase order.
Scope of Services
The appointed catering company will be expected to:
- Prepare and provide lunch for the Heritage Day celebration.
- Supply chicken, chicken feet and lamb stew as part of the main menu.
- Provide one canned beverage per attendee.
- Provide a vegetarian meal option for guests with dietary requirements.
- Transport the food and catering requirements to the venue.
- Provide appropriate on-site catering/service arrangements.
- Ensure food is prepared and served according to appropriate hygiene and food-safety standards.
- Ensure meals are delivered and served at the required time.
- Provide appropriate staff and supervision for the catering service.
- Submit any required post-service reporting to the National Lotteries Commission.
Requirements
Bidders must meet the relevant administrative, regulatory and procurement requirements, including:
- Valid Central Supplier Database (CSD) registration.
- Valid tax compliance status.
- Submission of a current CSD Summary Report.
- Completed SBD 1.
- Completed SBD 4.
- Completed SBD 6.1.
- Completed POPIA consent form.
- Valid B-BBEE certificate or sworn affidavit, where applicable.
- Proof of a Certificate of Acceptance (COA) issued by a Free State local municipality.
- Valid COIDA registration and proof of good standing.
- Ability to provide certified supporting documentation if requested.
- Relevant experience and operational capacity to provide catering services.
- Ability to comply with food safety, hygiene and dietary requirements.
Skills & Experience
The ideal catering service provider should demonstrate:
- Experience in catering for corporate or institutional events.
- Ability to prepare meals in volume while maintaining consistent quality.
- Strong food preparation and presentation skills.
- Knowledge of food hygiene and safety requirements.
- Ability to accommodate vegetarian and other dietary requirements.
- Reliable transportation and logistics capabilities.
- Adequate catering staff and on-site supervision.
- Strong time-management and event coordination skills.
- Understanding of government procurement and compliance requirements.
Evaluation
The tender will be evaluated using an 80/20 preference point system:
- 80 points: Price
- 20 points: Specific socio-economic transformation objectives, including qualifying ownership categories such as black people, women, youth and persons with disabilities.
