    Tender Overview

    The Department of Employment and Labour (Free State) is seeking to appoint a qualified and experienced security service provider to render comprehensive security services at four offices within the Northern Cluster for a period of 36 months.

    The objective is to ensure the safety and protection of:

    • Departmental staff

    • Members of the public

    • Buildings and infrastructure

    • Equipment and assets

    The appointed service provider must demonstrate operational capacity, financial stability, relevant experience, and the ability to manage multi-site security operations.

    Scope of Work

    The successful bidder will be required to:

    • Provide full security services at all four specified offices.

    • Deploy trained, qualified, and compliant security personnel.

    • Implement operational management systems.

    • Maintain occurrence books and daily shift rosters.

    • Conduct supervisory and monitoring activities.

    • Develop and implement emergency and response plans.

    • Provide necessary security vehicles and equipment.

    • Ensure staff are properly uniformed and equipped with required security aids.

    The contract duration is 36 months (3 years).

    Technical Requirements

    The bidder must submit the following:

    1. Project Execution Plan (25 points)

    • Detailed daily shift rosters

    • Occurrence book management

    • Supervisory structure

    • Emergency response plan

    • Operational management approach

    2. Security Service Experience (30 points)

    • Demonstrated relevant experience

    • Years of operation in the security industry

    • Supporting documentation and references

    3. Financial Management (20 points)

    • Valid Bank Grading Certificate

    • Higher grading (A–D) scores more points

    4. Proof of Vehicles (25 points)

    • Valid vehicle registration certificates

    • Points awarded based on number of vehicles available

    5. Staff & Security Aids (5 points)

    • Photographs of uniformed security personnel

    • Evidence of required security equipment

    Evaluation Criteria

    The tender will be evaluated in four phases.

    • Functionality threshold: Minimum 70 out of 100 points required to proceed.

    • Thereafter, evaluation will move to the preference point system.

    • Additional points awarded for:

      • Women ownership

      • SMME status

      • Specific empowerment goals
