Tender Overview
The Department of Employment and Labour (Free State) is seeking to appoint a qualified and experienced security service provider to render comprehensive security services at four offices within the Northern Cluster for a period of 36 months.
The objective is to ensure the safety and protection of:
Departmental staff
Members of the public
Buildings and infrastructure
Equipment and assets
The appointed service provider must demonstrate operational capacity, financial stability, relevant experience, and the ability to manage multi-site security operations.
Scope of Work
The successful bidder will be required to:
Provide full security services at all four specified offices.
Deploy trained, qualified, and compliant security personnel.
Implement operational management systems.
Maintain occurrence books and daily shift rosters.
Conduct supervisory and monitoring activities.
Develop and implement emergency and response plans.
Provide necessary security vehicles and equipment.
Ensure staff are properly uniformed and equipped with required security aids.
The contract duration is 36 months (3 years).
Technical Requirements
The bidder must submit the following:
1. Project Execution Plan (25 points)
Detailed daily shift rosters
Occurrence book management
Supervisory structure
Emergency response plan
Operational management approach
2. Security Service Experience (30 points)
Demonstrated relevant experience
Years of operation in the security industry
Supporting documentation and references
3. Financial Management (20 points)
Valid Bank Grading Certificate
Higher grading (A–D) scores more points
4. Proof of Vehicles (25 points)
Valid vehicle registration certificates
Points awarded based on number of vehicles available
5. Staff & Security Aids (5 points)
Photographs of uniformed security personnel
Evidence of required security equipment
Evaluation Criteria
The tender will be evaluated in four phases.
Functionality threshold: Minimum 70 out of 100 points required to proceed.
Thereafter, evaluation will move to the preference point system.
Additional points awarded for:
Women ownership
SMME status
Specific empowerment goals
Key Competency Requirements
Bidders must demonstrate:
Ability to implement structured operational plans.
Proven security service experience.
Financial stability.
Fleet management capability.
Qualified and PSIRA-compliant personnel.
Capacity to manage security services across multiple locations.
