Tender Overview
The Department of Employment and Labour is seeking to appoint a qualified and experienced security service provider to render comprehensive security services at four Labour Centres within the Eastern Cluster for a period of 36 months.
The objective is to ensure:
Protection of staff and visitors
Safeguarding of buildings and government assets
Compliance with departmental security standards
Continuous and professional security service delivery
Scope of Work
The appointed service provider will be responsible for:
Deploying trained and qualified security personnel.
Providing daily guarding services at all four offices.
Maintaining occurrence books and shift rosters.
Implementing supervisory structures.
Developing and executing emergency response plans.
Managing operational procedures and reporting systems.
Ensuring staff are properly uniformed and equipped.
Providing and maintaining at least one company vehicle (minimum requirement).
The contract period is 36 months (3 years).
Technical Requirements
Bidders must submit:

2. Security Service Experience
Proof of relevant years in the security industry
Supporting references and documentation
3. Financial Management
Valid Bank Grading Certificate (Grades A–D)
Financial stability assessment
4. Proof of Vehicles
Valid vehicle registration certificates
Minimum of one vehicle required
Points allocated based on number of vehicles
5. Staff & Security Aids
Photographs of uniformed security personnel
Proof of required security equipment
Evaluation Criteria
Functionality scoring based on technical submissions
Minimum functionality threshold required to proceed
Preference point system applied thereafter
Additional points allocated for:
Women ownership
SMME participation
Specific empowerment goals
Skills & Competency Requirements
Bidders must demonstrate:
Proven experience in security service delivery
Ability to develop operational and emergency plans
Compliance with PSIRA and industry regulations
Proper fleet and personnel management
Capacity to manage multi-site security operations
Financial and operational stability
