Objective of the Contract
To appoint a qualified service provider for the supply and delivery of construction materials, provision of labour, and execution of repairs and refurbishment work at two municipal facilities — Solomon Mahlangu Hall and Townhall — in Tikwana, with the aim of restoring them to a safe, functional, and upgraded condition in line with municipal infrastructure standards.
Scope of Work
The service provider will be responsible for the following:
Supply and delivery of:
Building materials
Electrical components and equipment
Plumbing fixtures and fittings
Ceiling boards and accessories
Tiling materials
Furniture and fittings for halls
Construction and Refurbishment Work, including:
Tiling
Carpentry and joinery
Ceiling installation and repairs
Plumbing installation and repairs
Electrical works and rewiring
Fencing and external works
Furniture assembly and installation
Labour and Project Execution:
Provision of qualified artisans and general labourers
On-site supervision and quality control
Compliance with project timelines and specifications
Technical Requirements
Service providers must comply with the following:
Materials & Quality:
All materials must meet technical specifications as outlined in the tender documents
Must comply with SANS/SABS quality and safety standards
Personnel & Experience:
Team must include experienced builders, electricians, plumbers, carpenters, and supervisors
Evidence of similar past projects required (within municipal or government settings)
CIDB Registration:
Minimum 3 GB / CE / EB PE or higher
Pricing:
All-inclusive pricing (VAT, taxes, duties) with a validity period of 90 days
Compliance Documents:
Valid Tax Clearance or PIN
CSD registration report
Proof of no municipal debt
Declaration of interest and anti-fraud declarations
Evaluation Criteria
Bids will be evaluated using the 80/20 preference point system in line with the Preferential Procurement Regulations, 2022:
Functionality (Minimum 70 Points Required)
Company experience, methodology, and personnel qualifications
Price: 80 Points
Specific Goals: 20 Points
(Points allocated for empowering previously disadvantaged groups – youth, women, race, disability)
