Purpose of the Appointment:
To appoint a panel of four qualified and experienced law firms to provide comprehensive legal services to the Fezile Dabi District Municipality over a 30-month period, supporting legal compliance, litigation, and general legal advisory functions.

Duties & Responsibilities:

Provide professional legal advice, support, and representation to the municipality across a range of legal disciplines.

Assist with matters involving:
-
Civil, Commercial, Criminal, Constitutional, Administrative, Labour, Environmental, and Contract Law
-
Public Procurement, Litigation, Property, Taxation, Estate Law, and Insurance Law
-

Draft and review legal documents, policies, and municipal by-laws.
-
Represent the municipality in litigation and dispute resolution processes.

Advise on compliance with relevant legislation and municipal governance frameworks.

Support the Municipality’s legal risk management and legal audit processes.

Develop legal strategies and submit progress and case reports.
Minimum Requirements:
-
Must be a registered law firm with the Legal Practice Council (LPC).

Must provide:

Valid LPC Certificate
-
Fidelity Fund Certificate
-
Company registration documents
-
Tax clearance and good standing certificates

Submit CVs of key personnel (attorneys, admin staff), including:

Admission certificates
-
Proof of experience
-
LPC registration
-

Minimum 5 years’ experience in legal practice, particularly in public sector or municipal law.

Minimum 3 years’ administrative/legal support experience for admin personnel.

Must disclose conflicts of interest and previous dealings with the municipality.
Preferred Qualifications & Skills:

LL.B or B.Proc degree, admitted as an attorney in South Africa.

Proven track record in handling municipal, administrative, and procurement law cases.
-
Experience working with local government institutions or state-owned entities.
-
Ability to manage multiple legal files with efficiency and attention to deadlines.

Proficiency in legal drafting, negotiation, litigation, and client communication.

Sound understanding of:
-
MFMA, PFMA, Municipal Systems Act, and other relevant legislation.

Strong ethical standing and commitment to professional confidentiality.
