    Objective:

    To appoint a panel of 10 qualified engineering consulting firms per local municipal area to deliver comprehensive water supply services over a 36-month contract period. This initiative aims to:

    • Support municipal water infrastructure development, refurbishment, and maintenance

    • Promote socio-economic upliftment through job creation and SMME participation

    • Enable effective planning, design, and execution of municipal water supply projects

    Scope of Work Includes:

    • Design and construction supervision of:

      • New water infrastructure

      • Refurbishment and rehabilitation of existing infrastructure

      • Pipelines, reservoirs, pump stations, extraction points, and water treatment facilities

    • Execution across all six project lifecycle stages:

      1. Inception

      2. Concept & Viability

      3. Design Development

      4. Documentation & Procurement

      5. Contract Administration & Inspection

      6. Close-Out

    • Labour-intensive construction aligned with EPWP guidelines

    • Development of cost estimates, schedules, risk plans, and quality reports

    • Support for compliance with local and national regulatory frameworks

    Technical Requirements:

    • Compliance with NEC3 ECC – Option G (Term Contract)

    • Use of professionally registered personnel (ECSA, SACPCMP, etc.)

    • Implementation of:

      • Project planning and management

      • Design and engineering

      • Procurement and tender support

      • Construction supervision

      • Health & safety oversight

      • Environmental compliance

      • Reporting and project close-out

    Required Skills & Experience:

    • Demonstrated experience in:

      • Water infrastructure projects within the last 10 years

      • EPWP-aligned labour-intensive methods

      • Projects delivered on time and within budget

    • Qualified professionals including:

      • Project Managers

      • Civil Engineers

      • Resident Engineers

      • Health & Safety Officers

    • Experience working with:

      • Municipal clients

      • Multidisciplinary teams

      • Local government procurement frameworks

    • Strong capabilities in:

      • Reporting and documentation

      • Stakeholder engagement

      • Monitoring and evaluation

      • Regulatory compliance
