    Job Purpose:

    To provide strategic leadership in the development, implementation, and monitoring of Special Programmes across the Free State Provincial Government (FSPG), aligning all initiatives with national priorities and provincial growth strategies while ensuring institutional capacity, compliance, and performance.

    Minimum Requirements:

    • Educational Qualification:

      • An appropriate NQF Level 7 qualification (discipline not explicitly defined, but aligned with public administration, policy, social sciences, or development fields is ideal)

    • Experience:

      • Minimum of 5 years relevant experience at a middle or senior managerial level

    Key Responsibilities:

    1. Policy & Strategy Development (Transversal Special Programmes)

    • Establish and maintain a database of international, national, and provincial special programme policies and strategies

    • Analyse, update, and align provincial policies with:

      • National priorities

      • Free State Growth and Development Strategy (FSGDS)

    • Identify gaps and facilitate the development of new policies

    • Assist departments with customising policies to their context

    • Set up monitoring structures and develop frameworks/indicators to evaluate implementation

    • Present policies/strategies to decision-making bodies within the Office of the Premier and FSPG

    2. Local Government Institutional Development

    • Facilitate establishment of institutional mechanisms at municipal level to support special programmes (e.g., gender, youth, disability, elderly, LGBTQIA+)

    • Ensure coordination and alignment of initiatives between local and provincial spheres

    3. Special Projects Implementation

    • Coordinate and implement projects assigned by the Premier, including flagship or ad hoc initiatives

    • Organise commemoration of national days and awareness events related to special programmes

    • Lead high-profile, cross-cutting projects that involve multiple departments and stakeholders

    4. Implementation of Special Programmes in the Office of the Premier

    • Develop internal special programme policies tailored to the Office of the Premier

    • Monitor internal implementation and integration of such policies

    5. Resource & Organisational Management

    • Budget Management:

      • Develop, implement and monitor the Directorate’s budget

      • Ensure compliance with PFMA and supply chain policies

    • Human Resource Management:

      • Lead and manage personnel in the directorate

      • Develop and review job descriptions

      • Facilitate performance appraisals and staff development

    • Training and Development:

      • Identify capacity gaps and organise training interventions

    • Strategic Leadership:

      • Provide advice and guidance to staff

      • Champion institutional transformation and social inclusion
