Purpose of the Role:
To manage infrastructure construction projects from planning through to implementation and evaluation, ensuring compliance with statutory and professional standards, while aligning with the department’s strategic objectives.
Minimum Requirements:

| Educational Qualification | A recognised degree in the Built Environment (e.g., Architecture, Civil Engineering, Quantity Surveying, Construction Management) |
| Professional Registration | Compulsory: Registered as a Professional Construction Project Manager with SACPCMP |
| Work Experience | Minimum of 3 years’ relevant project management experience |
| Driver’s Licence | Valid driver’s licence (not required for persons with disabilities) |

Key Responsibilities:
1. Project Planning & Execution

Guide planning, implementation, monitoring, evaluation, and reporting of infrastructure projects

Create and maintain project work plans, ensuring timelines and deliverables are met
-
Identify and assign project resources appropriately
-
Manage project scope and risks by enforcing standards and methodologies
2. Project Budget & Resource Management
-
Manage budgets and resources efficiently
-
Provide inputs into tender administration and procurement processes
-
Ensure proper implementation and monitoring of allocated budgets
-
Project expenditure tracking, projection, and reporting
3. Service Delivery Oversight

Liaise and coordinate with:

Clients and end users

Consultants and service providers

Other government departments and municipalities

Ensure that outputs meet user requirements and regulatory compliance

Keep project documentation up-to-date
4. Strategic & Performance Management

Contribute to the achievement of the Chief Directorate’s strategic objectives

Translate strategic initiatives into action plans and ensure execution

Prepare and coordinate MOUs, SLAs, and expenditure reviews
-
Keep updated with evolving project management methodologies and technologies
5. HR & Capacity Development

Oversee, mentor, and develop Candidate Construction Project Managers

Conduct performance evaluations and appraisals

Identify skills gaps and arrange training interventions
-
Ensure discipline and performance culture in the unit
