Job Purpose:
To strategically lead the Free State Provincial Government’s Public and Community Liaison Centre by developing, implementing, and managing responsive, integrated communication and conflict-resolution mechanisms between government and communities, ensuring improved service delivery, social cohesion, and citizen participation.
Minimum Requirements:
Educational Qualification:
A recognized NQF Level 7 qualification in Social Sciences or related field
Experience:
5 years of relevant experience at a middle or senior management level
Experience in developing and implementing turnaround strategies
Pre-entry Requirement:
Completion of the SMS Pre-entry Certificate (Nyukela)

Key Responsibilities:
1. Strategic Management of Direct Liaison Services
Prevent and address service delivery protests/conflicts
Develop early warning and intervention systems
Lead rapid-response initiatives to community grievances
Foster strong relationships with community leaders and civil society
2. Promote Positive Community-Government Relations
Design public engagement strategies to build trust
Manage outreach and citizen feedback platforms
Enhance transparency and promote participatory governance
Monitor and improve public perception of government
3. Moral Regeneration Movement (MRM) Support
Align community strategies with MRM principles
Promote ethics, accountability, and good governance
Partner with stakeholders to embed moral regeneration in public engagement
4. Provision of Counselling Services
Establish protocols for identifying and referring communities for counselling
Monitor and evaluate effectiveness of psychological support interventions
5. Management of Provincial Call Centre
Oversee Presidential & Premier’s Hotline complaints
Establish systems for tracking, referral, and resolution
Provide analytical reports on complaints trends and resolutions
Facilitate strategic decision-making based on complaints data
6. Thusong Service Centres & Integrated Mobile Services
Expand access to government services via Thusong Centres
Strengthen multi-sectoral collaboration (national, provincial, local)
Monitor effectiveness and ensure community satisfaction
7. Community Development Workers (CDWs) Programme
Strategically deploy and manage CDWs to link communities and government
Provide support, training, and oversight
Align CDW activities with broader developmental goals
8. Community Needs Assessment
Develop tools for conducting data-driven needs assessments
Use public meetings, surveys, and research to guide service delivery planning
9. Strategic Resource Management & Leadership
Manage budget and financial reporting of the Directorate
Oversee human resources: recruitment, performance, job descriptions
Identify training needs and facilitate staff development
Provide direction, mentoring, and leadership to all personnel
Appointment Conditions:
Must sign a Performance Agreement within 3 months
Required to disclose financial interests in accordance with regulations
