Job Purpose:
To lead, manage, and provide strategic direction for the delivery, development, transformation, and promotion of sustainable library and information services across the Free State Province, ensuring alignment with national and provincial frameworks and effective use of allocated resources.
Key Responsibilities:
Provide strategic advice and direction to the Directorate: Library Services
Ensure operational effectiveness of all public libraries within the province
Develop and maintain a professional support system for specialized library and information services
Create an enabling environment for the transformation and sustainability of library services
Oversee the implementation, coordination, and monitoring of library services in line with:
National and provincial policies
The Free State Growth and Development Strategy
Relevant library legislation
Lead the formulation and execution of departmental performance management tools including:
Key Performance Indicators (KPIs) aligned to Strategic and Annual Performance Plans
Monitoring and reporting requirements
Ensure integrated governance compliance (e.g., MTEF and cluster integration)
Lead the planning, budgeting, and risk management of the Directorate
Initiate, plan, execute, monitor, and evaluate strategic projects and programmes
Oversee and manage:
Budget implementation (including both voted and conditional grant allocations)
Supply Chain Management (SCM) and procurement processes
Human Resource Management of the Directorate
Contract and knowledge management for sub-directorates
Foster a culture of service excellence and innovation within library operations
Minimum Requirements:
Qualification:
A recognized NQF Level 7 qualification in Library and Information Science or related field
Experience:
A minimum of 5 years of relevant experience at middle or senior management level
Public sector experience preferred
Additional Requirements:
A valid driver’s license

Policy development and implementation

Performance monitoring and evaluation
