Job Purpose:
To strategically lead and manage the deployment, governance, and integration of Information and Communication Technology (ICT) across the Free State Provincial Government, ensuring alignment with national ICT frameworks and departmental goals, while driving digital transformation and service delivery improvements.
Key Responsibilities:
Develop and implement the provincial ICT strategy, operational plans, and supporting policies in alignment with national frameworks
Ensure departmental ICT policies and strategies are aligned with business plans and national ICT norms and standards
Promote enterprise-wide ICT planning that supports service delivery improvement and eliminates duplication
Manage SITA and other vendor relationships, including Business Agreements and Service Level Agreements (SLAs)
Represent the department at national ICT forums such as GITOC (Government Information Technology Officer’s Council)
Create an enabling environment for the use of ICT as a strategic enabler for public service delivery
Drive awareness of ICT capabilities within senior management and facilitate organizational digital culture transformation
Provide IT support and advisory services to other provincial departments
Promote integration and interoperability of systems and rationalization of redundant technologies
Lead development of ICT infrastructure and architecture, focusing on modernisation and innovation
Oversee resource management including:
Staff performance, training, and development
Budgeting and procurement
Risk and compliance management
Champion knowledge management and digital transformation across the department
Minimum Requirements:
Educational Qualification:
A recognized NQF Level 7 qualification in Information Technology / Information Management
Experience:
Minimum of 5 years’ experience at middle or senior managerial level
Pre-Entry Requirement:
Successful completion of the SMS Pre-Entry Certificate (Nyukela) is mandatory before appointment
