Tender Description
Eskom is inviting suitably qualified service providers to provide human resources for lubrication services at Lethabo Power Station for a period of five years.
The appointed contractor will provide competent personnel to carry out lubrication-related activities across the power station, helping ensure the reliable operation, maintenance and protection of plant equipment.
Scope of Work
The required services include:
- Providing human resources for lubrication activities for the full five-year contract period.
- Topping up oil and grease on plant equipment across the relevant plant areas.
- Draining oil from Electric Feed Pumps (EFP), Units 1–6.
- Performing related lubrication and maintenance-support activities.
- Ensuring all work is conducted in accordance with Eskom’s safety and operational requirements.
- Complying with applicable occupational health, safety and environmental legislation.
- Supporting safe and reliable plant operations throughout the contract.
Health, Safety and Environmental Requirements
The successful bidder will be required to comply with Eskom SHEQ requirements and applicable South African legislation.
Key requirements include:
- Compliance with the Occupational Health and Safety Act.
- Compliance with environmental legislation and applicable regulations.
- Compliance with Eskom’s SHEQ policies and safety standards.
- Development and implementation of appropriate safety plans.
- Conducting risk assessments.
- Preparing safe work procedures and method statements.
- Developing emergency response procedures.
- Providing appropriate PPE, tools and equipment.
- Implementing appropriate signage and workplace safety controls.
- Maintaining safety files and relevant documentation.
- Conducting regular safety inspections and audits.
- Maintaining incident reports, training records and audit documentation.
- Compliance with Eskom’s Life-Saving Rules.
- Ensuring all personnel are appropriately trained and competent.
Personnel Requirements
The service provider should be able to provide personnel with:
- Relevant qualifications and certifications.
- Occupational health and safety training.
- Hazard identification and risk assessment competency.
- Experience with safe work procedures.
- Experience in oil and lubrication services.
- Experience within a power station or similar industrial environment.
- Knowledge of safety management systems.
- Understanding of ISO 45001 principles.
- Ability to conduct or participate in safety inspections and audits.
- Ability to support incident investigations.
- Knowledge of emergency response procedures.
- Good communication skills.
- Ability to conduct toolbox talks and safety briefings.
- Competence in the correct use and maintenance of PPE, tools and equipment.
Contractor Responsibilities
The successful contractor will be expected to:
- Supply appropriately qualified and competent personnel.
- Ensure employees comply with Eskom’s safety procedures.
- Maintain required safety documentation and records.
- Ensure tools and equipment are inspected and fit for purpose.
- Monitor employee compliance with safety requirements.
- Implement appropriate risk controls.
- Participate in safety meetings, inspections and audits.
- Ensure all work is performed according to approved procedures and Eskom requirements.
