Tender Description
Transnet Pipelines is inviting suitably qualified professional service providers to provide design and construction monitoring services for washaway mitigation works across its South Region pipeline network.
The appointed service provider will be engaged on an “as and when” required basis for three years, providing technical expertise to address washaways and related infrastructure risks affecting pipeline integrity, safety and operations.
Scope of Work
The successful service provider will be expected to provide:
- Design of washaway mitigation measures and appropriate engineering solutions.
- Construction monitoring of washaway repair and mitigation works.
- Professional services relating to the planning and execution of washaway projects.
- Construction supervision and monitoring.
- Technical input and professional advice throughout the project lifecycle.
- Project management support where required.
- Services on an “as and when” required basis over the three-year contract period.
Technical Requirements
Tenderers should be able to demonstrate:
- Compliance with the applicable NEC3 Professional Services Contract, Part C2: Pricing Data requirements.
- Ability to provide detailed pricing assumptions and schedules.
- Clear staff rates and expense structures.
- Availability of appropriately qualified technical personnel.
- Ability to provide professionals such as:
- Engineers.
- Draughtsmen.
- Project management personnel.
- Other technical specialists as required.
- Compliance with Transnet’s travel and accommodation requirements.
- Ability to manage professional services across the South Region.
Professional and Technical Expertise
The appointed service provider should have demonstrated capability in:
- Civil engineering.
- Washaway assessment and mitigation.
- Infrastructure design.
- Construction monitoring.
- Pipeline-related infrastructure.
- Project planning and management.
- Technical reporting.
- Engineering supervision.
- Risk mitigation and infrastructure protection.
- NEC3 contractual requirements.
Pricing Requirements
Tenderers will be required to provide detailed pricing information, including:
- Professional staff rates.
- Expenses.
- Applicable travel costs.
- Accommodation costs.
- Other relevant professional-service charges.
According to the tender information, costs will be fixed for the first 12 months, with subsequent escalation based on the relevant contract anniversary provisions.
Travel and accommodation must comply with the specified policies, including economy-class air travel and accommodation within the stipulated hotel rating requirements.
