Tender Objective
Moqhaka Local Municipality intends to appoint a qualified service provider to implement and manage an online prepaid electricity vending system and third-party vending services for three years. The project aims to improve revenue collection, strengthen credit control, reduce municipal debt, and modernise prepaid electricity vending operations.
Scope of Work
The successful bidder will be responsible for:
- Supplying and implementing a prepaid electricity vending system.
- Providing the required hardware and software.
- Integrating the system with the municipality’s existing infrastructure.
- Managing third-party vending channels and retail activation.
- Supporting online, mobile, web, and retail-based electricity token sales.
- Migrating existing customer and vending data.
- Conducting system testing and commissioning.
- Training municipal employees.
- Providing technical support, maintenance, and system upgrades throughout the three-year contract.
Technical Requirements
The proposed solution must:
- Operate on a relational SQL database.
- Be compatible with Windows and Linux environments.
- Support real-time transaction processing.
- Allow unlimited users and workstations.
- Integrate with the municipality’s SOLAR financial system through APIs.
- Support future GIS integration.
- Provide secure communication using:
- Internet
- GPRS
- SMS
- Standard communication protocols
