    Tender Objective

    Moqhaka Local Municipality intends to appoint a panel of up to five contractors to provide maintenance services for water treatment works, wastewater treatment works, and pump stations on an as-and-when-required basis over a three-year period. The aim is to ensure the reliable operation and maintenance of critical municipal water and sanitation infrastructure.

    Scope of Work

    The appointed contractors will be responsible for:

    • Maintenance of water treatment works.
    • Maintenance of wastewater treatment works.
    • Maintenance of pump stations.
    • Mechanical and electrical repairs.
    • Supply and installation of replacement parts and equipment.
    • Preventive maintenance.
    • Fault finding and diagnostics.
    • Equipment inspections.
    • Emergency maintenance when required.
    • Compliance with technical specifications, safety standards, and quality management requirements.

    Technical Requirements

    The contractor must be capable of providing:

    Mechanical Services

    • Maintenance and repair of water and sewer pumps.
    • Mechanical fault diagnosis.
    • Pump overhauls.
    • Supply and installation of mechanical spares.

    Electrical Services

    • Electrical fault finding and repairs.
    • Rewinding and overhauling electric motors of various sizes.
    • Installation of electrical equipment.
    • Supply of electrical replacement parts.

    Equipment Requirements

    Contractors should own or have access to equipment such as:

    • Crane trucks
    • Maintenance vehicles
    • Mechanical repair tools
    • Electrical testing equipment

    Personnel Requirements

    The successful bidder must provide qualified personnel, including:

    Contract Manager

    • Degree in Electrical or Mechanical Engineering.
    • Registered with ECSA as a Professional Engineer (Pr. Eng.) or Professional Engineering Technologist (Pr. Tech.).

    Fitter and Turner

    • Valid Trade Test Certificate.
    • Relevant maintenance experience.

    Electrician

    • Valid Trade Test Certificate.
    • Experience in industrial electrical maintenance.

    Quality and Compliance Requirements

    Contractors must demonstrate:

    • An ISO 9001-certified Quality Management System.
    • Compliance with occupational health and safety legislation.
    • Compliance with environmental regulations.
    • Performance monitoring in accordance with Service Level Agreements (SLAs).

    Experience Requirements

    Bidders should demonstrate:

    • Proven experience maintaining water and wastewater infrastructure.
    • Experience with similar municipal or industrial projects.
    • Mechanical and electrical maintenance expertise.
    • Ability to provide technical supervision and project management.
    • Sufficient resources and equipment to execute maintenance work.

    Panel Appointment

    • A maximum of five contractors will be appointed.
    • Work will be allocated through a rotational quotation process among panel members.
    • The municipality may source quotations outside the panel where necessary, in accordance with its procurement policies.

    Compulsory Briefing Session

    Attendance is mandatory. Failure to attend will result in automatic disqualification.
