Director: NPO Institutional Capacity
Lead and manage the strategic planning, coordination, and implementation of policies, strategies, and services aimed at capacitating Non-Profit Organisations (NPOs) in the Free State. Ensure compliance with the NPO Act and related legislation, oversee the registration of NPOs, and facilitate stakeholder participation at various government levels to strengthen NPO institutional capacity.

Salary: R1,266,741 per annum (Level 13), all-inclusive package (basic salary, government pension fund contribution, flexible portion including 13th cheque, motor car allowance, homeowner’s allowance, medical aid assistance)

Key Responsibilities:

Develop and implement departmental policies and strategies aligned with national and provincial frameworks.

Capacitate funded and unfunded NPOs in compliance with the NPO Act and other relevant prescripts.

Facilitate registration of emerging and existing NPOs (including Community-Based Organisations and Faith-Based Organisations) with the National Department of Social Development.

Establish Integrated NPO Forums at provincial, district, and local/municipal levels in collaboration with service delivery partners.

Assess service delivery quality by NPOs funded by the Department through financial monitoring and compliance checks.

Develop and monitor the Directorate’s 5-year Strategic Plan, 3-year Performance Plan, and Annual Business Plan.

Represent the Department at national and provincial committees and forums concerning NPO matters.

Monitor and respond to Auditor General findings and queries.

Manage all directorate resources, including budget, human resources, equipment, and official vehicles.
Requirements:

Undergraduate degree (NQF Level 7) in General Management, Finance, Public Management, or related field recognized by SAQA.

Minimum 5 years middle/senior management experience, including capacity building in the NPO sector.

Extensive knowledge of the NPO sector and legal frameworks, particularly the NPO Act.

Competencies in strategic capacity and leadership, change management, financial and business management, stakeholder participation, and planning.

Computer literacy and strong analytical skills.
