Director: Organisational Development, Human Resource Development and Employee Performance Management
The Director will lead and manage the functions of Organisational Development, Human Resource Development, and Employee Performance Management to ensure effective service delivery, compliance with legislative frameworks, and the strategic transformation of the Department.

Minimum Requirements
-
Degree (NQF Level 7) in Human Resource Management / Human Resource Development / Organisational Development / Public Management (as recognised by SAQA).
-
5 years’ experience at middle or senior managerial level.
-
Proven knowledge of Public Service transformation, the Public Service Act, Public Service Regulations, and applicable legislation.

Experience in at least two of the following areas:
-
Policy analysis, development, and implementation.
-
Organisational structuring & business process improvement.
-
Policy research and analysis.
-
Project management (including budgeting & procurement).
-

SMS Pre-Entry Certificate (Nyukela) from the National School of Government (to be completed prior to appointment).

Valid driver’s license.
Key Duties & Responsibilities
-
Human Resource Development: Develop and implement departmental HRD strategies, workplace skills plans, and oversee transversal training, learnerships, internships, bursaries, and scholarships.

Performance Management: Implement and monitor the performance management system for levels 1–12 and SMS, ensure quality assurance, moderation, and compliance with prescripts.

Organisational Development: Review and maintain the organisational structure, oversee staff establishment control, job descriptions and evaluations, business process mapping, and service delivery models.

Resource Management: Ensure optimal utilisation of financial and human resources, including staff training and capacity building.

Governance: Provide expert advice on HRD, performance management, and organisational design to support departmental strategy and compliance.
