Tender Objective

The objective of this tender is to appoint a suitably qualified Professional Service Provider (PSP) to complete outstanding design work and oversee the implementation of the Philippolis Wastewater Treatment Works. The PSP will also act as the Employer’s Agent, ensuring successful construction, commissioning, and project close-out.

Scope of Work

The appointed PSP will be responsible for:

• Reviewing, verifying, and validating existing WWTW designs

• Confirming design adequacy following termination of previous contractors

• Completing all professional services in line with fee guidelines for registered professionals

• Providing full design, supervision, and project management services

• Acting as Employer’s Agent / Resident Engineer during construction

• Managing construction phase activities, including:

  • Site supervision

  • Quality control

  • Health & Safety compliance

  • Environmental monitoring

• Preparing progress reports, technical reports, and close-out documentation

• Providing key professional personnel for the duration of the project

Technical Requirements

The bidder must demonstrate:

• Proven experience in wastewater treatment and bulk infrastructure projects valued at R20 million or more within the last 10 years

• Professional registration with ECSA (Pr. Eng or Pr. Tech Eng)

• Capacity in:

  • Civil engineering

  • Project management

  • Environmental impact assessment

  • Occupational health and safety

• A Quality Management System (QMS) compliant with ISO 9001:2015 or equivalent

• Professional Indemnity Insurance of at least R5 million

• Registration with professional bodies such as CESA, SAICE, and/or SACNASP

• Submission of a detailed project implementation plan, including timelines and milestones

Key Personnel Requirements

The bidder must provide suitably qualified and experienced personnel, including:

• Project Leader (ECSA registered)

• Resident Engineer / Employer’s Agent

• Civil Engineer

• Health & Safety Officer

• Environmental Practitioner

Skills and Experience Requirements

• Extensive experience in wastewater treatment design and construction supervision

• Strong project management and contract administration skills

• Proven ability to manage complex infrastructure projects

• Compliance with environmental, health, and safety legislation

• Effective stakeholder engagement and reporting capabilities

• Ability to deliver within budget, time, and quality requirements
